Por FactBox Admin

The Department of Education, Science and Universities of the Government of Aragon has announced the state-level transfer competition for teaching civil servants across twelve bodies, from Secondary Education Professors and Teachers to Primary School Teachers. The call is published via the Resolution of October 23, 2026, from the General Directorate of Personnel, in the Official Gazette of Aragon number 212, dated November 3, 2026 (official reference BOA20261103013), within section II, Authorities and Personnel. The period for submitting applications will be from November 5 to 26, 2026, both inclusive.
Twelve bodies and an offer linked to the 2027-2028 staff list
The resolution signed by the Director General of Personnel, Ana Eva Tejedor Jodra, is based on the sixth additional provision of Organic Law 2/2006, of May 3, on Education, which establishes the provision of positions through a state transfer competition as a basic rule, and on Royal Decree 1364/2010, of October 29, modified by Royal Decree 677/2024, of July 16. The procedural development is established by Order EFD/1041/2026, of September 30, published in the Official State Gazette number 248, dated October 6, 2026.
The bodies included in the call are:
- 511 Secondary Education Professors and 590 Secondary Education Teachers.
- 591 Technical Vocational Training Teachers, a body to be phased out, and 598 Specialist Teachers in Singular Vocational Training Sectors.
- 512 Professors and 592 Teachers of Official Language Schools.
- 593 Professors and 594 Teachers of Music and Performing Arts.
- 513 Professors, 595 Teachers, and 596 Workshop Teachers of Plastic Arts and Design.
- 597 Primary School Teachers.
The vacant positions that are determined will be offered, including those that arise at least until December 31 of this school year and those resulting from the competition itself. The allocation of vacancies will be based on the center staff list to be published for the 2027-2028 school year, and provisional vacancies will be announced by resolution of the General Directorate of Personnel on the department’s website.
From November 5 to 26, only via electronic means
The application is unique for each body applied for and must be completed exclusively through the PADDOC application, accessible from the department’s educational website, with identification via Cl@ve (permanent key, 24-hour PIN key, electronic ID, or FNMT certificate). Each participant may include a maximum of 300 requests, by specialties and centers or localities.
Those in active service with a permanent assignment who have completed at least two years in their most recent assignment by the end of the current course may participate voluntarily, in addition to certain special service situations, suspensions, and voluntary leave for personal interest. Participation is mandatory for those who have lost their assignment due to disciplinary sanction, court ruling, suppression of the position, or modification of the post; for personnel re-entering with a provisional assignment; for those who have never obtained a permanent assignment; and for personnel appointed as trainees.
Scale, preferential rights, and concurrence
The evaluation of merits is adjusted to the scale in Annex XIV and will be carried out by the personnel units of the provincial services and the ruling commissions, chaired by an Education Inspector and with four members appointed by lottery. The lotteries will be held before December 1, 2026, at the General Directorate of Personnel.
The resolution also includes:
- Preferential right to a center due to suppression or modification of the position, displacement due to insufficient hours, new specialties, or loss of assignment by court ruling.
- Preferential right to a locality or territorial area, with the obligation to apply to all calls until an assignment is obtained.
- Right of concurrence, limited to a maximum of four people per group and to centers within a single province.
- Annex XV, with the list of positions and centers of special difficulty for the 2026-2027 course, prepared using enrollment data from the first fortnight of September.
Likewise, the call incorporates the doctrine of the Supreme Court Ruling 3176/2022, which prevents the different valuation of services rendered as a career civil servant and as an interim employee.
Calendar and effects on staffing
The provisional scale will be published on the department’s website, with five business days for allegations; the provisional resolution will open ten business days for claims and waivers. The final adjudication will be published in the Official Gazette of Aragon, and an administrative appeal may be filed against it before the Counselor of Education, Science, and Universities within one month. The assumption of the new assignment will be on September 1, 2027, with cessation from the previous one on the last day of August. Adjudicated assignments are non-waivable.
The call conditions the staffing planning for the next course in a community with thousands of teachers across the twelve affected bodies: the coverage of vacancies in Secondary Education, Vocational Training, Language Schools, and Primary centers, as well as the stability of teachers in centers classified as having special difficulty, will depend on its results.
