Education announces the state teacher transfer competition for 2026/2027

The Department of Education of the Regional Government of Castilla y León has announced the state-wide transfer competition for the teaching corps for the 2026/2027 academic year, with the aim of filling vacant positions in centers within the Community. The call is published in the Official Gazette of Castilla y León no. 213, dated November 4, 2026, by means of Order EDU/1147/2026, dated October 29, signed by the counselor María del Valle Ares González. Interested teachers may record their requests and submit their application between November 5 and 26, 2026, both dates inclusive.

The framework of a biennial state-wide competition

The order is issued under the sixth additional provision of Organic Law 2/2006, of May 3, on Education, and Royal Decree 1364/2010, of October 29, modified by Royal Decree 677/2024, of July 16, which establishes the biennial nature of these processes. In application of article 8 of said regulation, the Ministry of Education, Vocational Training and Sports established the common rules through Order EFD/1041/2026, of September 30.

Career civil servants and those in training dependent on the Administration of the Community may participate, as well as teaching staff from other educational administrations who meet the requirements and conditions of the call, provided they have obtained their first definitive destination in their area of origin. The call also incorporates the exercise of the preferential right to the same center and to a locality or zone.

Three-week deadline and up to 300 requests

The procedure is entirely electronic and requires two successive steps:

• Record participation data and requests in the computer application of the electronic office (https://www.tramitacastillayleon.jcyl.es) and the Education Portal (http://www.educa.jcyl.es).
• Register the single electronic form, addressed to the counselor, with the supporting documentation of merits associated from the REDOA repository.

Identification will be carried out via Cl@ve, with DNIe or an electronic certificate. Each participant may include a maximum of 300 requests, which may cover all specialties and centers or localities. Once the deadline has passed, no application or modification will be admitted, except for corrections required by the Administration.

Participation modalities and preferential rights

The order distinguishes eleven modalities, identified by letters:

• «A» and «B»: voluntary participation of personnel on active duty, special services, or leave with reservation of post, and those on voluntary leave.
• «C» to «H»: mandatory participation for those without a definitive destination, including cases of loss of post by court ruling, suppression of the position, or forced leave.
• «I», «J» and «K»: reinstatements from abroad, personnel without a first definitive destination, and personnel pending the completion or finalization of the internship phase.

Those who are required to participate but do not, or who do not obtain a destination, may receive an ex officio assignment in one of the provinces they have listed and must participate in the provisional destination procedure for the 2027/2028 academic year.

Vacancies until December 31 and merit scale

The call will include, at a minimum, the vacancies and results produced until December 31, 2026, in addition to those resulting from the competition itself. The eight lists of specialties, centers, itinerant positions, bilingual sections, adult education, and compensatory education are published on the notice boards of the provincial education directorates, on the electronic headquarters, and on the Education Portal, and can be consulted via telephone at 012 (983 327 850).

The assessment conforms to the scale in Annex I: seniority at the center and in the teaching public service, training and professional development (maximum 15 points), and exercise of teaching coordination roles and tutoring functions (maximum 10 points). Those who participated in the competitions of Orders EDU/1123/2024, of October 25, and EDU/1196/2025, of October 22, may opt for the simplified assessment.

Calendar: lists, adjudication, and taking possession

The General Directorate of Education Professionals will approve the provisional lists of participants and scores, against which allegations may be filed, and subsequently the definitive lists. Later, the resolution for the provisional adjudication of destinations will be issued and, once allegations and withdrawals are resolved, the counselor will issue the order that definitively resolves the competition, the operative part of which will be published in the Official Gazette of Castilla y León.

The taking of possession of the new destination will take place on September 1, 2027, with cessation at the center of origin on August 31, 2027. The adjudicated positions are non-renounceable, and only one single destination may be obtained per body or bodies in which the person participates.

The call affects thousands of teachers seeking to consolidate a permanent destination or move closer to their preferred province and center, and it also conditions access to service commissions and the filling of positions for the next academic year. An optional appeal for reversal may be filed before the counselor within one month, or, directly, a contentious-administrative appeal may be filed before the Court of First Instance of Valladolid within two months.
