Educación concede 290.489 euros a concertados para reponer libros de texto

The Department of Education, Culture and Universities has partially resolved the call for grants for the replacement and renewal of textbooks and curricular material intended for private subsidized centers and centers owned by local corporations, with a total amount of 290,489.43 euros for the 2026/2027 academic year. The Resolution of October 26, 2026 is published in the Official Gazette of the Generalitat Valenciana (DOGV) no. 10485, dated November 3, 2026, in section III of administrative acts. The distribution reaches 96 teaching centers for Primary Education, Special Education, ESO (Compulsory Secondary Education), basic grade vocational training cycles, and Bachillerato.

The aid is supported by Order 26/2016, of June 13, of the Department of Education, Research, Culture and Sport, which regulates the program for the reuse, replacement, and renewal of textbooks through the creation of book banks in public and subsidized centers, and which establishes the regulatory bases for these grants (DOGV 7806, 15.06.2016). That order was partially modified by Order 9/2023, of March 28 (DOGV 9566, 31.03.2023). The call was activated by the Resolution of June 11, 2026 (DOGV 10386, 17.06.2026).

The procedure is paid through successive partial resolutions, ordered according to the date of conformity of the communication of needs that each center sends through the ITACA application. This resolution corresponds to the second extraordinary period and is added to the one issued on September 29, 2026, which granted 1,938,070.77 euros (DOGV 10467, 07.10.2026).

Distribution by stages and budget lines

The amount is divided into two lines of chapter IV, both charged to the managing center G01090201 and provided for in Law 4/2026, of July 22, on the budgets of the Generalitat for 2026:

  • 73,498.75 euros for Primary Education and Special Education, grant line S0486 of subprogram 422A00 (Primary Education).
  • 216,990.68 euros for ESO, basic grade vocational training cycles, and Bachillerato, line S0487 of subprogram 422B00 (Secondary Education).

Ninety-six centers in the three provinces

Annex I, under the heading Book Bank (Program XarxaLlibres), distributes the allocations by province:

  • Alacant/Alicante: 23 centers and 51,348.42 euros.
  • Castelló/Castellón: 8 centers and 5,662.32 euros.
  • València/Valencia: 65 centers and 233,478.69 euros.

The highest individual amounts are awarded to Purísima Franciscanas in Valencia (68,406.00 euros, entirely for Primary and Special Education), Asunción de Nuestra Señora in Benaguasil (30,562.20 euros) and Aire Libre in Santa Faz, Alicante (28,537.00 euros). These are followed by the Grupo Educativo San Luis in Valencia (17,174.25 euros), Nuestra Señora del Pilar (10,903.80 euros) and Santo Tomás de Villanueva (10,767.21 euros). Beneficiaries also include locally-owned centers listed in the annex, such as CEIP Benimaclet and CEE Púb. Penyeta Roja in Castelló de la Plana.

Advance payment and appeal process

The grant is exempt from the advance payment regime of Law 1/2015, of February 6, therefore 100% of the amount will be paid once granted and prior to justification, in accordance with article 47.2.e) of Law 4/2026. Beneficiaries are exempt from providing guarantees for advance payment, according to article 47.19.c).

Against the resolution, which ends the administrative process, an optional appeal for reversal may be filed before the same body within one month from the day following publication, or a contentious-administrative appeal may be filed before the Contentious-Administrative Chamber of the High Court of Justice of the Valencian Community within two months. The act is signed by Jorge Cabo Martínez, Director General of Teaching Centers, by delegation of the regional minister (R 30.01.2025; DOGV 10037, 31.01.2025).

The measure relieves the burden assumed by subsidized schools and municipal-owned institutes to maintain their book banks, and arrives with the school year already underway, when families and centers face the replacement of damaged copies or the renewal of curricular materials.
