Education dismisses and appoints counselors of the School Council of Andalusia
Por FactBox Admin

The Ministry of Education of the Regional Government of Andalusia has dismissed and appointed counselors of the School Council of Andalusia through the Order of October 28, 2026, published in the Official Gazette of the Regional Government of Andalusia (BOJA) No. 213, corresponding to Wednesday, November 4, 2026. The announcement appears in section 2.1, dedicated to appointments, situations, and incidents, with the official reference text no. 14438. This is the second order of this nature in six weeks.
The School Council of Andalusia is the participation and consultation body of the Andalusian educational community, composed of representatives of the teaching staff, families, and students, along with employers’ organizations and trade unions, in addition to the regional Administration itself. Its counselors are appointed and dismissed by order of the Ministry competent in educational matters, meaning that every change in its composition alters the relative weight of the sectors involved in the preliminary reports on the Junta’s educational policies.
The order was signed on October 28 and reached the official gazette six days later, within an issue featuring extensive regulatory activity from the department that directs regional educational policy. The Ministry of Education appears in BOJA No. 213 as the issuer of up to five provisions of different types, including the termination of the authorization of an early childhood education center in Seville, the expansion of teaching in public centers, and three orders modifying lists of personnel selected in selective procedures.
Second renewal in six weeks
The immediate precedent is the Order of September 23, 2026, by which counselors of the same body were dismissed and appointed, published in BOJA No. 191, of October 1, 2026, with the reference text no. 12764. Both resolutions share the same wording and objective, and follow each other with barely a month’s difference in their signing, depicting a staggered renewal of the council’s composition throughout the autumn.
The sequence is completed with another decision from the same ministry in the field of educational participation: the Order of September 28, 2026, which established the composition of the Governing Council of the Observatory for School Coexistence in Andalusia, disseminated in BOJA No. 195, of October 7, 2026. These three movements affect collegiate bodies for consultation and monitoring of the Andalusian educational system.

- Order of September 23, 2026: same purpose, published in BOJA no. 191 of October 1 (text no. 12764, two pages).

An issue loaded with educational decisions
The same BOJA no. 213 includes other actions from the Ministry of Education accompanying the renewal of the council. The Order of October 27, 2026 agrees to the extinction of the authorization due to cessation of activities of the early childhood education center “Pinocho y su Amigo” in Seville (text no. 14439), while the Order of October 28, 2026 expands and updates the authorization of certain teachings in public teaching centers, with a 28-page text (text no. 14440).
In the calls for applications section, the Territorial Delegation of Education in Cádiz publishes the filling of the position of Provincial Coordinator of Teacher Training (text no. 14393) and that of Seville publishes the position of Coordinator of the Educational Compensation Area (text no. 14377). Added to this are three orders of October 28 that modify the final lists of personnel selected and declared fit in the internship phase of various selection procedures (texts no. 14434, 14436 and 14437).
The organic structure supporting these decisions is that established by Decree 194/2026, of July 30, which establishes the organic structure of the Ministry of Education, a regulation that already served as the basis for educational calls published in the BOJA during the month of September.
Impact on the educational community
The composition of the School Council of Andalusia conditions the dialogue between the Junta and the sectors of education supported by public funds: the reports accompanying educational regulations and the pulse between teachers, families, and center owners depend largely on its opinions and proposals. With two orders of termination and appointment in six weeks, the council faces the final stretch of the first quarter of the 2026/2027 academic year with a composition renewed in phases, a move that sectoral representatives will follow closely due to its effect on the internal majorities of the body.
