Educación blinda las prácticas del máster docente con ocho convenios universitarios

The Community of Madrid has formalized agreements with eight universities to guarantee internship placements for the university master’s degree in Teacher Training for Compulsory Secondary Education and Baccalaureate, Vocational Training, and Language Teaching during the 2026-2027 academic year. The agreements, signed between September 16 and 24, 2026, are published in BOCM number 262, dated October 31, 2026, in section I.D) Announcements, within the Department of Education, Science, and Universities (references BOCM-20261031-2 to BOCM-20261031-9).

The framework: Order 2227/2026 and the delegation of signature

The agreements are based on Order 2227/2026, of June 4, from the Department of Education, Science, and Universities (published in the BOCM on June 10), which establishes the procedure for carrying out the master’s practicum during the 2026-2027 academic year in non-university educational centers in the region. The regulation implements the mandate of article 100.5 of Organic Law 2/2006, of May 3, which requires educational administrations to formalize agreements with universities to organize pedagogical and didactic training.

The signature corresponds to the Director General of Bilingualism and Quality of Teaching, Beatriz Rodríguez Merchán, appointed by Decree 53/2025, of July 9, and authorized to sign these agreements by Order 365/2024, of February 13, which delegates certain competencies. The file also invokes Royal Decree 1834/2008 —modified by Royal Decree 1146/2011— and Royal Decree 659/2023, of July 18, regarding the organization of Vocational Training.

Eight universities, four signing dates

The agreements are published as a block, although they were signed on different days and with different representatives in each case:

  • September 16, 2026: Universitat Oberta de Catalunya, signed by the rector Àngels Fitó Bertran (p. 32).
  • September 16, 2026: Universidad Internacional de La Rioja, signed by the rector José María Vázquez García-Peñuela (p. 38).
  • September 16, 2026: Universidad Complutense de Madrid, with the vice-rector for Continuing Education, Employability, and Entrepreneurship, María Concepción García Gómez (p. 44).
  • September 16, 2026: Universidad Politécnica de Madrid, by the vice-rector for Students, Employability, and University Extension, Isabel Carrillo Ramiro (p. 50).
  • September 16, 2026: Universidad Pontificia Comillas, through the vice-rector for Identity and Mission and Students and Alumni, Jaime Tatay Nieto (p. 56).
  • September 17, 2026: Universidad Francisco de Vitoria, with the rector Daniel Sada Castaño (p. 62).
  • September 18, 2026: Universidad Internacional Isabel I de Castilla, by the rector Alberto Gómez Barahona (p. 68).
  • September 24, 2026: Universidad Europea de Madrid, represented by Jaime Jacobo Barrio Guerra (p. 74).

Host centers, tutors, and risk coverage

The practicum may be carried out both in non-university educational centers supported by public funds and in privately owned centers not supported by public funds that provide any of the master’s degree teachings. Universities must communicate the duration and content of the internships, the list of students per center, and the assigned faculty tutor, in addition to presenting the proposal of selected centers to the Practicum Steering Committee.

Host centers appoint tutors and coordinators, who receive a certificate signed by the rector, vice-rector, or dean. The university assumes the monitoring of the internships, the subscription of an insurance policy against possible damages and accidents, and the Social Security obligations in accordance with the fifty-second additional provision of Royal Legislative Decree 8/2015, of October 30. The Regional Ministry is exempt from liability and contributions, as there is no employment relationship or economic consideration.

Validity and control

The agreements enter into force on the date of their signature and end on June 30, 2027. They do not generate financial obligations for any of the parties. Their execution is supervised by a joint Monitoring, Surveillance, and Control Committee, which resolves interpretation doubts in accordance with Law 40/2015, of October 1, without interfering with the Steering Committee provided for in Order 2227/2026. The legal regime refers to the contentious-administrative jurisdiction.

The publication is of direct interest to the thousands of students enrolled in the master’s degree, who require a host center to complete their initial training, as well as to the institutes and schools that supervise them. In the case of private universities, including one from Catalonia and another from La Rioja, the agreement is the means that opens the door to Madrid’s classrooms.
