Education opens seven days of allegations to the decree on baccalaureate electives
Por FactBox Admin

The Department of Education and Vocational Training of the Autonomous Community of the Region of Murcia has opened the public information and hearing process for interested parties regarding the draft decree that will approve the curriculum for optional baccalaureate subjects proposed by educational centers. The announcement, dated October 20, 2026, and signed by the general secretary Carmen María Zamora Párraga, is published in the Official Gazette of the Region of Murcia (BORM) number 244, dated October 22, 2026, with the official reference A-221026-5149. Any natural or legal person, interested or affected, has seven business days to submit observations.
The regulatory project was developed by the Department at the initiative of the General Directorate of Human Resources, Educational Planning and Innovation, as stated in the announcement itself. The regulation directly affects the organization of the baccalaureate stage throughout the Region: it determines the curriculum of the optional subjects that each center proposes, an area that conditions the educational offer received by students, the organization of teaching staff, and the enrollment decisions of families.
The process is based on the right of public participation in the drafting of general provisions, regulated in Article 133 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations, and developed in the regional transparency regulations.
A period of seven business days via urgent procedure
The announcement sets a period of seven business days, reduced compared to the ordinary period because the file is processed under the urgent procedure. The count begins the day following the publication of the announcement in the BORM, meaning the period for submissions extends until November 2, 2026.
The legal framework invoked in the announcement is as follows:
- Article 53 of Law 6/2004, of December 28, of the Statute of the President and the Governing Council of the Region of Murcia.
- Articles 12 to 22 of Law 12/2014, of December 16, on Transparency and Citizen Participation of the Autonomous Community of the Region of Murcia.
- Article 133 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations.
- Resolution of December 20, 2016, of the Interdepartmental Commission for Transparency, which dictates the instruction applied for the publication of the announcement.
How to submit allegations
Submission is exclusively electronic, through the Electronic Office of the Autonomous Community of the Region of Murcia. The specific allegations form for the hearing process of procedure 1549, titled “drafting of regulatory provisions,” included in the Procedures and Services Guide on the CARM website, must be used.
During the indicated period, any observations deemed appropriate may be submitted, with the announcement requiring no further requirement than proving the status of an interested party or a person affected by the future regulation.
Project and impact report, accessible on the Transparency Portal
Along with the period for allegations, the announcement enables public consultation of the case documentation. Both the draft decree and the accompanying regulatory impact analysis report can be examined on the Transparency Portal of the Autonomous Community, in the public information announcements section (transparencia.carm.es).
The regulatory impact analysis report is the document that justifies the need for the regulation, its alternatives, and its foreseeable effects; therefore, consulting it is decisive for substantiating any allegation during the process.
The announcement is located in section I of the bulletin, “Autonomous Community,” within the Department’s announcements section, and occupies page 25581 of the edition.
Impact on centers, students, and families
The future regulation reaches the heart of the organization of the bachillerato (baccalaureate): elective subjects define the actual specialization of each center and, consequently, the offer that families find when enrolling their children. The fact that the curriculum is approved by decree and based on proposals from the centers themselves makes this seven-day process the only formal window for teachers, family associations, unions, and educational entities to influence the text before its approval by the Governing Council of the Region of Murcia. Anyone interested in the final content of the decree must submit their observations through the Electronic Office before the deadline.
