Education allocates 6.7 million to municipal music conservatories for the 2024-2025 academic year

The Department of Education and Vocational Training has opened the call for grants to local entities in Catalonia intended to finance municipal music conservatories for the 2024-2025 academic year. The call is approved by Resolution EDF/3413/2026, of September 17, published in the Official Gazette of the Generalitat de Catalunya (DOGC) no. 9759, of September 28, 2026, with the official reference CVE-DOGC-A-26268004-2026. Applications may be submitted for 10 business days starting from the day after publication.

The resolution, signed by Minister Esther Niubó Cidoncha, deploys the regulatory bases approved by Order EDF/101/2026, of May 18, published in DOGC no. 9682 of June 9, 2026. The regulation is framed within the second additional provision of Organic Law 8/1985, of July 3, regulating the right to education, and in article 200.2 of Law 12/2009, of July 10, on education, which empowers the Department to subsidize special regime education. The call does not require notification to the European Commission, as article 107.1 of the Treaty on the Functioning of the European Union is not applicable to it.

An allocation of 6.7 million and a module per student

The maximum planned amount is 6,700,000 euros, allocated to budget item EN0119 D/460000800/4210/0000 of the Generalitat de Catalunya budget for the year 2026, subject to the existence of adequate and sufficient credit. The call has the code BDNS 930114.

The grant amount is 4,602.66 euros per student per course. If the module does not allow for all applications to be met, it will be reduced proportionally according to budget availability, and in no case may the grant exceed the cost of the activity.

The award is made on a non-competitive basis, without comparing applications, and the grants are awarded according to available funds. The purpose is to collaborate in the financing of professional music education, organized in a degree of six courses in duration, to facilitate student access to these regulated teachings.

Requirements, deadlines, and justification

Local entities must electronically submit the application form and the justification form within the same deadline, and must attach the certificate of agreement from the Plenary or the competent body. Grants of more than 10,000 euros require the communication of an email address with the remuneration of the management bodies, in compliance with Law 19/2014, of December 29, on transparency.

The justification is carried out via the module modality and includes:

• An explanatory report of the activities carried out and the results obtained.
• An economic report signed by the legal representative, including the list of enrolled students who completed the course without withdrawing.
• Details of other income or grants that have financed the activity.

The recipients are students aged 4 to 18 enrolled at the conservatory. The execution period for the activities runs from September 1, 2024, to August 31, 2025. If the documentation contains defects, the local entity has 10 business days to correct them.

Who instructs and resolves the procedure

The instructing body is the Sub-Directorate General for Administration and Organization of Public Centers, and the granting resolution corresponds to the Directorate General of Public Centers. The resolutions are published on the electronic notice board of the Generalitat Administration and must be issued within a maximum period of three months; once this period has elapsed without an express resolution, the application is understood to be rejected by administrative silence.

The proposed resolution was based on the justifying and economic report of June 16, 2026, and a complementary report of July 8, 2026, signed by the Director General of Public Centers, as well as the report from the Department’s Legal Advisory dated July 2, 2026, and that of the Delegated Comptroller, dated July 21, 2026. An appeal for reversal may be filed against the resolution within one month, or a contentious-administrative appeal before the High Court of Justice of Catalonia within two months.

The call responds to a sustained demand from city councils and music teaching centers, which bear the cost of municipal conservatories without equivalent ordinary funding. With a fixed module per student and an application deadline of only ten business days, the councils will have to quickly resolve the Plenary agreement accompanying the request to avoid missing out on the 6.7 million available.
