EDP submits two 62.70 MW solar plants for public consultation
Por FactBox Admin

The Industry and Energy Functional Area of the Government Delegation in Madrid has opened for public consultation the request for prior administrative authorization and the environmental impact statement for the “Los Romeros” and “Los Callejones” photovoltaic plants, both with an installed capacity of 62.70 MW, promoted by EDP Renovables España, S.L. The announcement is published in the Official Gazette of the Community of Madrid (B.O.C.M.) no. 244, dated October 13, 2026, under file PFot-1230AC. The project includes the evacuation infrastructure to the “La Torrecilla” 220 kV substation, owned by Red Eléctrica de España (REE).
The processing complies with Article 53.1.a) of Law 24/2013, of December 26, on the Electricity Sector; Article 36 of Law 21/2013, of December 9, on Environmental Assessment, and Articles 124 and 125 of Royal Decree 1955/2000, of December 1. The competent substantive body to resolve the prior administrative authorization is the General Directorate of Energy Policy and Mines (DGPEM) of the Ministry for the Energy Transition and the Demographic Challenge, while the environmental impact statement corresponds to the General Directorate of Environmental Quality and Assessment of the same ministry.
As installations are planned across two autonomous communities, the processing corresponds to the Industry and Energy Area of the Government Delegation in Castilla-La Mancha, based in Toledo, and the Industry and Energy Functional Area of the Government Delegation in Madrid. The announcement was signed in Madrid on September 22, 2026, by Amalia Rúa Aguete, Director of the Industry and Energy Functional Area.
Two 62.70 MW plants in Ocaña and an investment of 79.4 million
Both facilities are located in the municipality of Ocaña (Toledo). “Los Romeros” occupies 46 plots of polygon 31, with 70.91 hectares of perimeter fencing, 103,530 modules, and 846 north-south axis solar trackers. “Los Callejones” extends over 51 plots of polygons 30 and 31, with 76.81 hectares, 105,096 modules, and 862 trackers.
Each plant features 220 inverters of 285 kW and nine power stations plus one SKID-type station. The maximum bifacial peak power reaches 77.89 MW in “Los Romeros” and 79.16 MW in “Los Callejones”, while the limited power at the connection point is set at 55.00 MW in both cases.
The total estimated budget amounts to 79,372,070.81 euros, broken down as follows:
- “Los Romeros” Photovoltaic Solar Plant: 33,574,662.38 euros.
- “Los Callejones” Photovoltaic Solar Plant: 32,141,776.27 euros.
- “Los Callejones” 220/30 kV Substation: 2,897,432.39 euros.
- 220 kV high-voltage overhead line: 8,285,302.09 euros.
- “Flor de Yeso” 220 kV Substation: 1,549,749.48 euros.
- 220 kV high-voltage underground line: 923,148.20 euros.
A 53-kilometer overhead line and 173 supports
The evacuation begins at the “Los Callejones” 220/30 kV electrical substation, located on plots 34, 35, and 36 of polygon 30 in Ocaña, covering 2,472 square meters, with a 100/125 MVA three-phase transformer.
From there, a 220 kV high-voltage overhead line departs, linking to the new “Flor de Yeso” substation. Its main characteristics are:
- Approximate total length: 53,159 meters.
- One circuit and one conductor per phase, type 402-AL1/52-ST1A.
- Transmission capacity: 328.7 MVA.
- 173 supports and glass insulator strings.
- OPGW-24 FO G652 optical ground wire.
The “Flor de Yeso” 220 kV collector substation is located on plot 20 of polygon 16 in the municipality of Madrid, covering 6,336 square meters, and aggregates the energy from “Los Romeros”, “Los Callejones”, “Torrecilla” ST1 and ST2, and the “La Torrecilla” BESS. The final section is a 489-meter 220 kV underground line, buried in conduit, with a capacity of 301.6 MVA, which reaches the REE “La Torrecilla” substation.
Objections within thirty business days
The preliminary projects and environmental impact studies can be consulted via the links published in the announcement. Any interested party may submit objections or reports within a period of thirty business days starting from the day following the publication, through the Common Electronic Registry of the General State Administration (body: Government Delegation in Madrid, Functional Area of Industry and Energy, code DIR3 EA0040718), at the registration offices of the Government sub-delegations, or other official registries.
Entities, legal persons, and professionals required to interact electronically with administrations must do so exclusively via electronic means. All objections must necessarily include the file number PFot-1230AC; otherwise, they may be considered as not submitted.
The project affects nine municipalities across two autonomous communities—Ocaña, Borox, and Seseña in Toledo, and Aranjuez, Valdemoro, Torrejón de Velasco, Pinto, Getafe, and Madrid—therefore, the public information period opens a key window for residents, city councils, and environmental groups to comment on the territorial and environmental impact of a large-scale electricity generation and transmission infrastructure.
