Ecuador issues investment guidelines for high-performance sports

The Ministry of Education, Sport and Culture issued the new guidelines for the programming, approval, modification, increase, monitoring, and liquidation of the 2025-2028 Annual Investment Planning destined for the sports organizations of the “Los Angeles High Performance Plan” project. The regulation is contained in Resolution No. MINEDEC-VD-2026-0225-R, signed on August 14, 2026, by the Acting Vice Minister of Sport, Miguel Ángel Landazuri Bustos, and published in Official Registry No. 368 on Monday, September 14, 2026.
The resolution updates the technical instrument governing the management of the project’s public investment resources, whose unique project code (CUP) is 91480000.0000.389990, with an execution period of 2025-2028 and a total amount of USD 78,149,578.47. The general objective of the project is to optimize the coordination between the actors of the national sports system through a new sports structure that guarantees a consolidated and sustainable development for high-performance athletes from Ecuador.
Institutional Framework and Background
The update responds to the process of merger by absorption of the Ministry of Sport into the Ministry of Education, ordered by Executive Decree No. 100 of August 15, 2025, which gave rise to the Ministry of Education, Sport and Culture, under the leadership of Minister Gilda Natalia Alcívar García. The new institutional framework redefined the competencies of the sports sector and required the adaptation of the sector’s technical instruments.
The regulation is supported by Ministerial Agreement No. MINEDEC-MINEDEC-2026-00041-A of May 15, 2026, which delegated the issuance of technical guidelines to the Vice Ministry of Sport, and Ministerial Agreement No. MINEDEC-MINEDEC-2026-00063-A of August 6, 2026, which updated the project’s Management Model. Furthermore, it repeals Resolution No. MINEDEC-VD-2025-0059-R of December 23, 2025, and any provision of equal or lower hierarchy that opposes it.
Scope and Recipients
The guidelines are addressed to the sports organizations that make up the High Performance Sport Subsystem, in accordance with the Organic Law of Sport, Physical Education and Recreation. The recipients include:
- The Ecuadorian Olympic Committee.
- The Ecuadorian Paralympic Committee.
- The Ecuadorian Sports Federations.
- The Ecuadorian Federations for Persons with Disabilities.
- The Ecuadorian Federation for Deaf Persons.
- The National Sports Federation of Ecuador and the National Federation of Neighborhood and Parish Leagues.
The resolution also incorporates the “AR Authorized Expenses Matrix” as an annex and entrusts the execution of the guidelines to the Undersecretariat of Sport and the heads and servants of the directorates under its charge.
Control and Accountability
The instrument is framed within the internal control standards of the State Comptroller General’s Office and the Organic Code of Planning and Public Finance, which require that public investment resources be subject to the principles of legality, efficiency, effectiveness, economy, transparency, planning, control, and accountability. Sports organizations receiving public funds must be accountable to the governing body of sports and publish their monthly financial statements.
The issuance of these guidelines provides clear, uniform, and verifiable operational rules for the management of sports investment linked to the “Los Angeles High Performance Plan” project, within the framework of the preparation of Ecuadorian athletes for the Los Angeles 2028 Olympic cycle.
