Economía autoriza 172,8 millones del fondo de liquidez para atención hospitalaria

The Department of Economy, Finance and Public Administration has authorized the generation of credits for 172,783,230.00 euros charged to the liquidity support mechanism for autonomous communities, intended to address deficit deviations from previous years pending financing. The measure is published in the Official Gazette of the Generalitat Valenciana number 10480, of October 27, 2026, section III (administrative acts), through the Resolution of September 30, 2026 signed by the undersecretary Alida C. Mas Taberner, with official reference DOGV-C-2026-31283.

The operation is processed as the sixth part of file 06.047/26 and formally consists of a generation of credits in the income and expenditure budget of the Generalitat. Its purpose is to increase the budget of the Department of Health, specifically chapter II of the budgetary subprogram 412B22, Hospital Care.

An adhesion to the liquidity fund approved in December

The framework of the resolution is Royal Decree-Law 17/2014, of December 26, on financial sustainability measures for the autonomous communities. In application of that regulation, the Consell approved on December 26, 2025, the agreement to request adhesion to the Autonomous Liquidity Fund (FLA) for the 2026 financial year, with the commitment to comply with all obligations and conditions of the mechanism and the agreements that develop it.

The specific origin of the funds is an agreement of the Government Delegated Commission for Economic Affairs adopted on June 15 (2026), which allocated additional resources for deficit deviations from previous years pending financing. From that distribution, the Valencian Community is entitled to 1,904,250,000 euros.

This allocation increases the debt of the Generalitat, under the terms of the agreement of the Delegated Commission and under the protection of article 51.2 j) of the current budget law. The mechanism allows for the settlement of obligations already included in the creditors’ account for operations pending application to the budget.

Which items are moved

The resolution specifies two increases for the same global amount:

  • Income: application G01190000GE00000 I.91100, “Long-term loans from public sector entities,” for 172,783,230.00 euros.
  • Expenditure: budgetary application G01100201GESC000.412B22.22199, for 172,783,230.00 euros.

The legal basis for the operation is Article 50 and Articles 44 et seq. of Law 1/2015, of February 6, on public finance, the instrumental public sector, and subsidies, as well as Articles 24 and 27 of Law 4/2026, of July 22, on the Generalitat budgets for 2026. The authority to resolve proceeds from the Resolution of February 12, 2024 (DOGV 9792, of February 20), regarding the delegation of powers to the department’s bodies.

The processing also incorporates the report from the Vice-General Comptroller of Accounting, dated June 12, regarding the maximum amount to be generated with these revenues.

A series of generations already underway

Tuesday’s publication is one more piece of a sequence of credit generations financed by the same mechanism. The fifth part of the file, approved by Resolution of July 30, 2026 and published in DOGV number 10444, of September 4, 2026, authorized 331,689,227.30 euros for chapter II of program 412B, Healthcare, pharmaceutical, and complementary benefits, also from the Department of Health.

On that same October 27, the DOGV also publishes the Agreement of October 23, 2026, of the Consell (reference DOGV-C-2026-33101), which increases the limit for committing multi-annual expenditure in the 2031 annuity of chapter II of program 412B22 from 4,284,480.92 to 4,389,856.19 euros, in order to tender the transport, courier, and distribution service for the Health department of Torrevieja.

The coincidence on the same date shows that the hospital care program concentrates a large part of the budgetary adjustments for the final stretch of the fiscal year.

Why it matters

The operation places the volume of healthcare deficit from previous years that the Generalitat covers with State debt through the FLA at 172.78 million euros, money that does not expand new spending capacity but rather regularizes obligations already contracted. For readers, the key data is twofold: Valencian healthcare continues to absorb extraordinary liquidity resources to close its accounts and, at the same time, this indebtedness increases the Generalitat’s liabilities within the framework of the current program for 2026.
