Economy increases youth hiring subsidies by 3.85 million

The Regional Ministry of Economy, Finance and Employment of the Community of Madrid has increased by 3,850,000 euros the available credit for 2026 intended to finance the direct granting of subsidies that incentivize the hiring of young people. The increase is formalized through the Order of September 3, 2026, published in the Official Gazette of the Community of Madrid (BOCM) number 219, dated September 14, 2026, on pages 72 and 73.
The measure affects three of the six lines of the program for the promotion of hiring within the regional scope, aimed at companies and young job seekers throughout the Community of Madrid.
Regulatory Framework
The increase is supported by article 4.5.c) of Law 2/1995, of March 8, on subsidies of the Community of Madrid, which allows for the direct and exceptional granting of aid when reasons of public, social, economic, or humanitarian interest concur. The regime is structured through the Agreement of December 28, 2022, of the Governing Council (BOCM number 312, of 12/31/2022), modified by the Agreement of December 26, 2024 (BOCM number 310, of 12/30/2024).
The initial credit for 2026, declared by the Order of December 10, 2025 (BOCM number 25, of 1/30/2026), amounted to 14,000,000 euros. To that allocation, a first increase of 1,000,000 euros had already been added, approved by the Order of July 15, 2026 (BOCM number 177, of 7/27/2026) for the dual vocational training line.
Distribution of the New Increase
The order states that the credit authorized in the three youth hiring lines is insufficient given the number of applications submitted, and that there is budgetary availability to increase it. The 3,850,000 euros are distributed as follows:
- Line 2 (stable hiring of young people): 1,000,000 euros.
- Line 3 (promotion of the training contract for obtaining appropriate professional practice): 2,000,000 euros.
- Line 4 (promotion of the dual vocational training contract): 850,000 euros.
Financing and Management
The obligations will be charged to sub-concept 47200 Co-financed Actions ESF and others, of Budgetary Program 241M Promotion and Encouragement of Employment, of the General Budgets of the Community of Madrid for 2026. The credit comes entirely from the State, in accordance with Order TES/743/2026, of July 13, which territorially distributes labor-related credits for management by the autonomous communities.
The order is signed, by delegation of the regional minister, by the Vice-Minister of Economy and Employment, María del Carmen Tejera Gimeno, with official reference (03/14.284/26).
