Economy awards three management positions by free appointment in Employment

The Regional Ministry of Economy, Finance and Employment has resolved the free appointment call approved on July 21, 2026, and has awarded three job positions in the General Directorate of the Public Employment Service. The decision is formalized in the Order of October 2, 2026, published in the Official Gazette of the Community of Madrid (BOCM) No. 245, of October 14, 2026, section I.B, pages 13 to 15, with reference BOCM-20261014-1. The awarded positions are codes 38866, 50829, and 59015.

The original call was approved by the Order of July 21, 2026, of the Regional Minister of Economy, Finance and Employment, published in the BOCM No. 180, of July 30, 2026, and reserved the positions for career civil servants in the service of the Community of Madrid through the free appointment procedure provided for in article 49.1 of Law 1/1986, of April 10, on the Civil Service of the Community of Madrid. The file processed by the Regional Ministry carries the reference 03/16.158/26.

The procedure has been governed by Law 1/1986, of April 10; Order 923/1989, of April 20, which approves the general bases for the merit competition and free appointment systems; and, for matters not provided for, by Royal Decree 364/1995, of March 10. The resolution is issued by virtue of the competence attributed by article 49.2 of Law 1/1986 and is signed by delegation by the Technical General Secretary, María Isabel Arruti Ormaeche (Order of April 17, 2024; BOCM of May 7, 2024).

The three awarded positions

The three destinations depend on the General Directorate of the Public Employment Service, within the Sub-directorate General of Economic Management and Financial Control and the Employment Program Verification and Monitoring Area. All are group A/B positions, with destination supplement level 26, morning shift and two afternoons, and based in Madrid.

• Position 59015, named SERV. VERIFICACION, awarded to Ana Belén Calderón Palacios, with a specific supplement of 29,304.60 euros.
• Position 50829, named SERV. COMPROBACION Y CONTROL, awarded to Alberto García del Olmo, with a specific supplement of 29,304.60 euros; the awardee vacates position 19, SUBSEC. HABILITACION DE NOMINAS II, group B/C, level 22 and specific supplement of 18,684.00 euros.
• Position 38866, named TECNICO DE APOYO, awarded to Amparo Salguero Gómez, with a specific supplement of 27,359.88 euros.

Deadlines for taking office and effects

The period to take office in the new destination is three days, counted from the day following the date of cessation. Cessation must take place within three days following the publication of the resolution, unless it has been formally deferred or postponed by the competent body.

The calculation of the possessory period shall begin upon the expiration of the permits or licenses granted to the interested parties, unless the body that granted them agrees to suspend their enjoyment for justified reasons. If the resolution entails reinstatement to active service, the period shall be that established by the reinstatement order.

Appeals against the resolution

The Order exhausts the administrative route. An optional appeal for reversal (recurso potestativo de reposición) may be filed within one month before the same body that issued it, or a contentious-administrative appeal may be filed within two months before the Contentious-Administrative Courts of Madrid.

Both periods are counted from the day following the publication in the BOCM, in accordance with articles 123 and 124 of Law 39/2015, of October 1, and article 46 of Law 29/1998, of July 13.

The resolution closes a free-appointment procedure that strengthens the structure of the General Directorate of the Public Employment Service, the area responsible for the verification and control of employment programs and the management of community funds. The three appointments add to the series of free-appointment assignments that the Ministry of Economy, Finance, and Employment has published in the BOCM during the autumn, and confirm the weight of the Public Employment Service in the distribution of management positions within the regional Administration.
