Economy allocates six free-designation positions among its civil service staff

The Regional Ministry of Economy, Business and Employment of the Regional Government of Castilla-La Mancha has resolved the process for filling job positions through the free appointment procedure LD-EEE-F2/2026 and has assigned destinations to six civil servants. The decision is formalized by the Resolution of 09/30/2026, published in the Official Gazette of Castilla-La Mancha (DOCM) no. 191, of October 5, 2026, in section II of Authorities and Personnel, with the official reference [2026/7107].

The call was announced by Resolution of 07/31/2026, published in the DOCM of August 24, 2026 (no. 161), with the reference [2026/5941], to fill vacant positions with budgetary allocations in the list of job positions for civil service personnel of the Regional Ministry. The procedure was processed in accordance with articles 70 and 71 of Law 4/2011, of March 10, on Public Employment of Castilla-La Mancha, and in exercise of the competence attributed by article 21 of Decree 74/2002, of May 14, on the Provision of Job Positions.

The resolution is issued once the procedures of the sixth and seventh bases of the call have been completed, which established a maximum resolution period of two months from its publication, and in accordance with the proposal report issued by the head of the management center to which the positions are assigned. The document was signed in Toledo on September 30, 2026, by the Regional Minister Patricia Franco Jiménez.

Six destinations between Central Services and delegations

The annex of the resolution details the assigned positions, including their code, destination center, and the data of the appointee:

• María del Pilar Ramos Casero, group A2, Senior Support Technician (code 12500) in the General Secretariat, in Toledo; ceases duties in Economy, Business and Employment of Toledo.
• María de Gracia Lancha Alonso, group C2, Director Secretary (code 15722) in the Regional Institute of Occupational Health and Safety, in Toledo; ceases duties in the Central Services of the Regional Ministry.
• Damián Gómez Peces, group C2, Director Secretary (code 02515) in the General Directorate of Self-Employed, Labor and Social Economy, in Toledo; ceases duties in Finance, Public Administrations and Digital Transition.
• Virginia García Fernández, group A1, Provincial Secretary (code 14153) in the Provincial Delegation of Guadalajara; ceases duties in Finance, Public Administrations and Digital Transition of Guadalajara.
• Laura Gabriela Martín Quirós, group A2, Head of the Intermediation Service (code 14240) in the Provincial Delegation of Toledo; ceases duties in Economy, Business and Employment of Toledo.
• Noelia Barea Domínguez, group C2, Delegate Secretary (code 14096) in the Provincial Delegation of Toledo; ceases duties in the City Council of Navahermosa.

All positions are listed with the code «a», indicating indistinct assignment for officials from different public administrations.

Deadlines for termination and taking office

Termination from the previous position must occur on the working day following the publication of the resolution in the DOCM, and the taking of office in the obtained position, the day following the termination. Effective incorporation will occur upon the conclusion of permits, licenses, vacations, temporary disability situations, or any other circumstance that, while maintaining active service status, prevents the effective provision of services.

If the taking of office determines the reentry into active service, the period shall be one month from the publication of the resolution. The assigned destination is non-waivable, unless another destination had been obtained through a public call before the deadline for taking office expired.

Appeals against the resolution

The resolution exhausts the administrative route. A contentious-administrative appeal may be filed against it before the Contentious-Administrative Section of the Court of First Instance of Toledo within two months, in accordance with article 14.2 of Law 29/1998, of July 13. Optionally, a request for reversal may be filed before the head of the Department of Economy, Business and Employment within one month, according to articles 123 and 124 of Law 39/2015, of October 1.

The resolution closes a procedure affecting the personnel structure of the Department and the coverage of management support positions, secretariats, and service heads in Central Services and in the provincial delegations of Toledo and Guadalajara. For the civil servant personnel of the Junta, the calendar of terminations and taking of office begins on the working day following this publication, so that the movements will materialize in the coming weeks.
