Economy awards two directorate secretariats by free appointment

The Regional Ministry of Economy, Finance and Employment of the Community of Madrid has resolved the public call for the filling of vacant job positions through the free appointment procedure, awarding two executive secretary positions and vacating the posts previously held by the selected civil servants. The decision is formalized in the Order of August 18, 2026, published in the Official Gazette of the Community of Madrid (BOCM) number 205, dated August 28, 2026, pages 7 to 9.
The order resolves the call approved by the Ministry itself through the Order of June 24, 2026, published in the BOCM on July 6. The procedure has been processed in accordance with Law 1/1986, of April 10, on the Civil Service of the Community of Madrid; Order 923/1989, of April 20, which approves the general bases for calls by merit competition and free appointment; and, supplementarily, Royal Decree 364/1995, of March 10, which regulates the filling of job positions for civil servants of the General State Administration.
Awards and vacated positions
The two awarded positions correspond to the Directorate General of Human Resources of the Vice-Ministry of Finance and Public Service, both with the title of Executive Secretary, group C/D, destination supplement level 18 and a specific supplement of 13,295.16 euros per year:
- Begoña Peláez Villullas, awardee of position 61455, who vacates position 50093 of the Administrative Support Unit of the Insertions Service of the General Secretariat of the Autonomous Body Official Gazette of the Community of Madrid (specific supplement of 9,016.56 euros).
- María del Carmen Fernández Rico, awardee of position 63978, who vacates position 24276 of the Administrative Management Unit of the General Secretariat of the same autonomous body (specific supplement of 9,016.56 euros).
Deadlines for taking office
The period to take possession of the new destination will be three days, counted from the day following the cessation of duties, which must take place within the following three days after the publication of the resolution, unless the cessation has been formally deferred or postponed by the competent body. The calculation of the possession period will begin when the permits or licenses granted to the interested parties end, and if the resolution entails reinstatement to active service, the period will be that established by the reinstatement order.
Appeals and signature
The order exhausts all administrative remedies. An optional appeal for reversal (recurso de reposición) may be filed within one month before the same body that issued it, or alternatively, a contentious-administrative appeal (recurso contencioso-administrativo) may be filed within two months before the Contentious-Administrative Courts of Madrid, both counted from the day following its publication in the BOCM, in accordance with Law 39/2015, of October 1, and Law 29/1998, of July 13.
The order, dated in Madrid on August 18, 2026, appears signed by delegation of the Minister of Economy, Finance, and Employment (pursuant to the Order of April 17, 2024) by the Sub-Director General of Legal Regime and Regulatory Development, Marina Serrano Álvarez, acting as a substitute by means of the Order of July 21, 2026.
The resolution affects the mobility of civil servants of the Community of Madrid by relocating two employees to positions of greater responsibility within the economic area and freeing up two administrative units of the body that publishes the bulletin itself. For the interested civil servants, the key detail is the three-day deadline for taking office, which determines the effectiveness of the new assignments.
