The Territorial Delegation of Economy, Finance, European Funds and of Industry, Energy and Mines in Jaén, of the Regional Government of Andalusia, has submitted for public information the request for unified prior administrative, construction, and environmental authorization presented by E-Distribución Redes Digitales, SLU for the overhead feeder line to the new “El Condado” substation. The announcement is published in the Official Gazette of the Province of Jaén number 165, dated August 26, 2026, and opens a 30-day period for submitting allegations.
The project, processed under file AT-013-2022/AAU-JA-003-2025, consists of a 132 kV high-voltage overhead line, double circuit, approximately 18,167 meters in length, which will connect the new substation with the existing Úbeda-Villanueva del Arzobispo line. The action is framed within the regulations of the electricity sector and livestock routes of Andalusia.
An 18-kilometer route in two sections
The line runs through the municipalities of Santisteban del Puerto, Castellar, Iznatoraf, and Villacarrillo, in the province of Jaén, and is structured in two sections:
- Section 1: from the new 132 kV park of the “El Condado” substation to support T21, with 6,786.58 meters and 21 supports.
- Section 2: from support T21 to the junction with the existing line at the new support T271, with 11,380.44 meters and 33 supports.
In total, 54 galvanized steel lattice metal supports will be installed, with LA-380 phase conductor and OPGW earth-fiber optic cable. The maximum admissible power per circuit will be 164.6 MVA, and the project has been signed by the industrial technical engineer Jordi Masramon Puigdomènech, member number 24,098 of the College of Industrial Technical Engineers of Barcelona.
Impact on livestock routes
The installation will occupy three livestock routes in the municipality of Villacarrillo:
- Cañada Real
- Vereda Condado Sierra
- Colada de la Cuesta Blanca del Vado
Therefore, the procedure is also subject to the provisions of Decree 155/1998, of July 21, which approves the Regulation of Livestock Routes of Andalusia, in addition to Law 24/2013, of December 26, of the Electricity Sector, and Royal Decree 1955/2000, of December 1, which regulates the authorization procedures for electrical installations.
Deadline and form of allegations
The documentation may be examined at the Energy Service (Servicio de Energía), located at Paseo de la Estación 19, 2nd floor, Jaén, from Monday to Friday from 9:00 to 14:00 hours by prior appointment, or on the Transparency Portal of the Junta de Andalucía. Any natural or legal person may submit allegations within a period of 30 calendar days, starting from the day following the publication of the announcement, in accordance with Article 45 of Law 39/2015, of October 1, on the Common Administrative Procedure.
The announcement, signed on July 27, 2026, by the territorial delegate Javier Calvente Gallego, responds to the need to address future supplies and the growth of electrical demand in the region of El Condado. The new electrical transmission infrastructure is key to reinforcing the supply in a rural area of the province, and citizen participation in the allegations process will allow those affected by the layout and livestock trails to express their observations before the administrative resolution.
