DP World Logistics operará la ZEDE Posorja por veinte años

The Strategic Committee for Investment Promotion and Attraction (CEPAI) qualified the company DP WORLD LOGISTICS DPWL S.A. as the operator of the Special Economic Development Zone (ZEDE) POSORJA, of Industrial and Logistics typology, for a period of 20 years. The decision is contained in Resolution No. 007-CEPAI-2026, signed in Guayaquil on July 31, 2026, and published in Supplement No. 385 of the Official Registry on Wednesday, October 7, 2026, on page 31. The operator is identified with RUC 0993258210001.

The CEPAI is, according to article 15 of the Organic Code of Production, Trade and Investment (COPCI), the highest government governing body regarding investments. The Organic Law of Economic Efficiency and Employment Generation, published in Supplement of the Official Registry No. 461 on December 20, 2023, replaced the ZEDE regime and transferred to CEPAI the procedures previously approved by the Productive Sectoral Cabinet.

The resolution is based on article 48 of the Investment Regulations of the COPCI and the Operating Manual for the Establishment, Operation, Supervision and Control of Special Economic Development Zones, issued via Resolution No. GSEP-2021-012 on May 20, 2021. The act was signed by Luis Alberto Jaramillo Granja, president of CEPAI and Minister of Production, Foreign Trade and Investment, and by Gustavo Emilio Uribe Acosta, secretary of the committee.

Background of ZEDE Posorja

  • Resolution No. CSP-2016-10EX-03, of August 22, 2016: the Sectoral Production Council approved the declaration of the ZEDE in the Posorja parish.
  • Resolution No. MPCEIP-DMPCEIP-2019-0005-R, of June 12, 2019: the company DPWORLD POSORJA S.A., now DP WORLD POSORJA S.A., with RUC 0992974222001, was authorized as administrator.
  • Resolution No. GSEP-2019-0003, of June 28, 2019: redelimitation of the ZEDE to 101.033 hectares.
  • Resolution No. GSEP-2019-0009, of December 19, 2019: redelimitation to 119.22 hectares, inclusion of industrial typology and a validity of 50 years, until May 15, 2067.

A file of nearly one year

The request was submitted by DP WORLD POSORJA S.A. as the administrator of the zone via a letter dated September 2, 2025, received on September 8, 2025, by the Ministry of Production, Foreign Trade and Investment. The process accumulated observations from the Undersecretariat of Investments —official letters MPCEI-SDI-2025-0382-O, MPCEI-SDI-2025-0409-O, and MPCEI-SDI-2026-0084-O— and responses from the applicant, including the one presented on March 6, 2026, by its legal representative, DPW ECUADOR MANAGEMENT CIA.LTDA, whose general manager is Fernando Goncalves de Oliveira.

The file was based on technical reports MPCEI-DZFRE-2026-014, dated March 10, 2026; MPCEI-DZFRE-2026-032, dated April 27, 2026; and MPCEI-DZFRE-2026-044, dated July 6, 2026, in addition to legal opinion MPCEI-CGAJ-2026-0340. On April 24, 2026, the applicant submitted a declaration of non-affiliation with the ZEDE administrator and a waiver of tax exemptions and fiscal incentives for new operators. The Fifth Session of the Inter-institutional Technical Subcommittee took place on March 20, 2026, and the Second Session of the CEPAI on July 31, 2026, where a favorable resolution was reached.

Notifications and Entry into Force

  • Article 1: DP WORLD LOGISTICS DPWL S.A. is qualified as an operator of the ZEDE POSORJA of Industrial and Logistics typology.
  • Article 2: DP WORLD POSORJA S.A., the zone administrator, is notified.
  • Article 3: The Internal Revenue Service (SRI) and the National Customs Service of Ecuador (SENAE) are notified to register the new operator.
  • First final provision: the ministry will notify the SRI and SENAE within five days from the date of signing.
  • The resolution is effective from its signing, without prejudice to its publication in the Official Registry.

The qualification consolidates DP World as a central actor in the special regime of Posorja, the main port and logistics hub of Guayas, and enables the new operator to carry out industrial and logistics activities under the ZEDE regime for two decades. For Ecuadorian foreign trade, the measure orders the customs and tax registration of the operator before the SRI and SENAE, an indispensable step for the zone’s operations to access current special regimes and for the announced investment to translate into employment and cargo movement in the province.
