Two neighborhood councils in Burgos approve plans for breaching spending rules

The neighborhood councils of Cubillos de Losa and Villaventín have approved their economic-financial plans for the 2026-2027 fiscal years after the Secretary-Intervention reported the failure to meet the expenditure rule objective upon the settlement of the 2025 budget. The agreements, adopted by the respective plenums on August 5 and 8, are published in the Official Gazette of the Province of Burgos number 161, dated August 26, 2026, for exclusively informative purposes.

Regulatory Framework

The obligation to approve these plans derives from Article 21 of the Organic Law 2/2012, of April 27, on Budgetary Stability and Financial Sustainability (LOEPSF), and Article 19 of Royal Decree 1463/2007, of November 2, which regulates its application to local entities. When a corporation fails to comply with fiscal rules, it must present a plan with a temporal projection to achieve rebalancing in the current year and the following one.

Both agreements contemplate three identical steps: approving the plan, submitting it to the General Secretariat for Autonomous and Local Coordination, and publishing it in the provincial gazette in accordance with Article 23.4 of the LOEPSF and Article 26 of Royal Decree 1463/2007.

The Approved Agreements

• Neighborhood Council of Cubillos de Losa (C.V.E. BOPBUR-2026-03557): agreement of August 5, 2026, signed by the village mayor José Miguel Fernández Villasante.
• Neighborhood Council of Villaventín (C.V.E. BOPBUR-2026-03564): agreement of August 8, 2026, signed by the village mayor Pedro Luis García Reyero.

In both cases, the economic-financial plan was prepared by the managing body and is attached as an annex to the agreement, which the plenum approved after examining the project.

Meaning for the Residents

The approval of these plans represents a formal commitment by the two neighborhood councils to redirect their accounts in the 2026-2027 biennium to return to compliance with fiscal rules. The publication in the gazette is for informative purposes, so that residents can be aware of the budgetary situation of their minor local entity and the rebalancing plan that their representatives have undertaken.

The coincidence of both failures in small municipalities of the province reflects the fiscal tension affecting smaller local entities, whose budgets depend largely on transfers and a limited revenue base. The monitoring of these plans will be key to verifying whether the rebalancing path is fulfilled in the coming fiscal years.
