Two heads of service appointed at the Institut Cartogràfic Valencià

The Third Vice-Presidency and Department of Environment, Infrastructure, Territory and Recovery has resolved to fill, via the free appointment system, two civil service positions at the Institut Cartogràfic Valencià (ICV), which have been definitively awarded to two career civil servants of the Generalitat. The decision is formalized in the Resolution of July 24, 2026, published in the Diari Oficial de la Generalitat Valenciana number 10442, of September 2, 2026, with official reference DOGV-C-2026-25783.

The appointments correspond to call number 75/2026, of May 29, 2026, from the Directorate General of Public Service, published in DOGV number 10378, of June 5, 2026. The resolution is issued in accordance with Article 115 of Law 4/2021, of April 16, on the Valencian public service, and Articles 58 and following of Decree 3/2017, of January 13, of the Consell, which regulates the selection, provision of positions, and mobility of Valencian public service personnel.

The appointments

The two positions, assigned to the general directorate of the ICV, are filled following the mandatory and binding reports issued on June 29, 2026, by the Directorate General of Public Service regarding the fulfillment of participation requirements, as well as the favorable reports from the competent governing bodies for positions number 38301 and 32151.

• Maria de los Ángeles Águila Rodas, career civil servant of the body/scale A1-01 (superior administration body), with NRP 9214, appointed head of the Technical Support and Administrative Coordination Service, position no. 38301.
• Laura Cabezudo de la Muela, career civil servant of the body/scale A1-04-08 (geodesy and cartography engineering), with NRP 6973, appointed head of the Territory Observation Service, position no. 32151.

Both positions carry a destination supplement of level 28 and a specific supplement E050, and are awarded based on the alleged and accredited merits, professional experience, training, and knowledge of the structure, organization, and functions of the regional cartographic agency.

Effects and taking office

The resolution establishes that the cessation from the current job position will occur ex officio on the same day of publication in the Diari Oficial de la Generalitat Valenciana, while the taking of office in the new destination will take place the day following said publication.

Against the resolution, which exhausts administrative remedies, an optional appeal for reversal (recurso potestativo de reposición) may be filed before the same body within one month, or a contentious-administrative appeal may be filed before the contentious-administrative court of València or the court of the jurisdiction of the claimant’s domicile, within two months, in accordance with Law 39/2015 and Law 29/1998.

Relevance to the organization

The filling of these two leadership positions by discretionary appointment (libre designación) strengthens the management structure of the Institut Cartogràfic Valencià, the body responsible for the production and management of cartography and territorial observation in the Comunitat Valenciana. The incorporation of specialized technical profiles, such as geodesy and cartography engineering, aims to consolidate the ICV’s capabilities in geographic information and territorial monitoring, key areas for infrastructure planning and environmental management.
