Dos Hermanas somete a información pública la undécima innovación de su PGOU

The Dos Hermanas City Council has opened for public consultation the 11th innovation file of its General Urban Development Plan (PGOU), which introduces five modifications to urban land and one to non-developable land. The edict, signed by the Deputy Mayor Delegated for Urban Planning, Ana Conde Huelva, is published in the Official Gazette of the Province of Seville number 190, dated September 30, 2026, with official reference BOP-SE-2026-190020, and grants a period of 20 days to submit allegations.

The document was provisionally approved by the City Council Plenary in the session of March 21, 2025, as stated in the edict itself. The public exhibition is supported by articles 32 and 39 of Law 7/2002, of December 17, on Land Use Planning of Andalusia, which regulate the processing of general planning innovations.

The file is identified by the reference 000047/2011-PGOU and affects the planning of urban and non-developable land in the municipality, the most populated in the province of Seville after the capital. This is the eleventh innovation processed regarding the current general planning.

Five changes in urban land and one in non-developable land

The file groups six specific modifications to the current planning, according to the title of the approved document:

  • Five modifications to urban land.
  • One modification to non-developable land.

The innovation conditions urban development and land uses within the municipal district, therefore its processing affects both landowners and developers with planned actions in those areas.

20-day period and consultation channels

The edict establishes the following conditions for citizen participation:

  • Period: 20 days from the publication of the edict in the Official Gazette of the Province of Seville.
  • In-person consultation: Urban Planning Service of the Dos Hermanas City Council, during business days and hours.
  • Electronic consultation: Notice Board of the Corporation’s Electronic Office (https://sede.doshermanas.es).

During this period, any interested person may examine the full document and formulate any allegations they deem appropriate.

Signature and official publication

The edict was electronically signed by Ana Conde Huelva on September 24, 2026, at 11:30:13, with secure verification code E1w6/4Wx4rUXXTyXpPMjYQ==. The publication occupies page 123 of the gazette, within the Local Administration section.

The provisional approval by the Plenary in March 2025 and the subsequent opening of the public information process confirm that the file is following its administrative course more than a year after its initial approval.

Impact for the municipality

The eleventh innovation of the PGOU of Dos Hermanas is relevant because it establishes the conditions for the use and development of six specific areas of the municipality, five of them on urban land and one on non-developable land. Affected residents and owners have 20 days from the publication of the edict to review the document and submit allegations before the file continues its processing.
