Don Álvaro opens the concession of its senior residence to public information
Por FactBox Admin

The Don Álvaro City Council has opened for public review the feasibility study regarding the concession of the management service for the municipality’s nursing home and day center. The announcement, signed by the mayor-president Esteban Cortés Almendro, is published in the Official Gazette of the Province of Badajoz number 199, dated October 16, 2026, under reference Announcement 3927/2026. Interested parties have one month to examine the file and submit any allegations they deem appropriate.
The file was initially approved by the Plenary of the Local Corporation in an ordinary session held on September 23, 2023, as stated in the announcement itself. The document was drafted by Norba Consultores Públicos SL and its processing complies with Article 285 of Law 9/2017, of November 8, on Public Sector Contracts, a regulation that transposes European Directives 2014/23/EU and 2014/24/EU, of February 26, 2014, into the Spanish legal system.
The publication is inserted in the Local Administration section, within the City Councils category, and occupies page 2 of 3 of the provincial gazette. The announcement is also subject to a hearing for interested parties and will serve as notification in cases where personal notification of the granting of said procedure could not be carried out.
Initial Approval and Legal Framework
The feasibility study is the preliminary document that justifies, from a legal, technical, and economic standpoint, the convenience of operating the service through a concession instead of managing it directly. Its initial approval by the Plenary now opens the public exhibition phase required by public sector contract regulations.
The procedure is based on two specific provisions of Law 9/2017:
- Article 285, which regulates the feasibility study in service concession contracts.
- Article 247.3, which sets a one-month public exhibition period starting from the day following the publication of the announcement.
The issuing body is the Don Álvaro City Council, a municipality in the province of Badajoz, and the agreement originates from the Plenary of the Corporation, the highest municipal decision-making body.
One Month to Consult the File and Submit Allegations
The period for public information and hearing is one month, counted from the day following the publication of the announcement in the provincial gazette. During this period, any interested party may consult the documentation and present the allegations they consider appropriate.
The enabled channels for examining the file are:
- The municipal offices of the Don Álvaro City Council.
- The municipal electronic office, accessible at the address https://donalvaro.sedelectronica.es.
The announcement does not detail the contract amount, the expected duration of the concession, nor the fee or economic conditions of the operation, details which must be specified in the specifications approved in subsequent phases of the procedure.
Impact for the social-health sector and residents
The future concession places the nursing home and day center of Don Álvaro in the market for the indirect management of social-health services, a field in which specialized companies operate and in which the province’s city councils have been seeking formulas to sustain municipal-owned facilities.
For dependent residents and their families, the file opens the door to a change in the management model of the municipality’s healthcare resource, although the announcement does not anticipate modifications to the number of places, rates, or staff. The resolution of the allegations presented during the exhibition month will determine whether the study is definitively approved and whether the City Council subsequently tenders the service concession.
