Don Benito calls for commercial revitalization manager for three years

The Don Benito City Council has published in the Official Gazette of the Province of Badajoz (number 169, dated September 3, 2026) the rules governing the selection process for the appointment, as an interim civil servant by program, of a Manager for Commercial Dynamization. The call, signed by Mayor Elisabeth Medina Bravo, is detailed in Announcement 3477/2026 and seeks to boost small retail trade within the municipality.

The position, classified under group A2 and full-time, is assigned to the Don Benito Municipal Commercial Dynamization Program 2026-2029. The provision of services must begin on October 1, 2026, and will have a duration of three years, contingent upon the effective granting and maintenance of the regional subsidy.

Regulatory Framework and Financing

The call is supported by Decree 167/2024, of December 26 (DOE number 15, of January 23, 2025), modified by Decree 183/2025, of December 16 (DOE number 244, of December 19, 2025), which establishes the regulatory bases for grants for the hiring of commercial dynamization managers. It is also framed within the resolution of April 1, 2026, of the General Secretariat, which approves the call for grants for the 2026-2029 fiscal years (DOE number 73, of April 17).

The process is contingent upon the granting of the regional subsidy and its maintenance during the execution of the program, and there may not be more than one manager simultaneously linked to the same subsidized program.

Requirements and Required Qualifications

Applicants must meet the general requirements for access to public employment and hold one of the following qualifications:

• Diploma in Business Sciences, Degree in Economics, Degree in Business Administration and Management, or Degree in Marketing and Market Research.
• Equivalent degrees in Business Administration and Management, Economics, Advertising and Public Relations, Marketing and Market Research, or Trade.

Qualifications obtained abroad must be accredited through official homologation or recognition. Applications shall be submitted to the general registry of the City Council, from 9:00 to 14:00 hours, within a period of twenty business days from the publication of the rules, paying an examination fee of 16.00 euros, with a 50% reduction for applicants with a disability equal to or greater than 33% or in a legal situation of unemployment.

Selection Process and Job Bank

The process combines an examination phase (maximum 60 points) and a merit phase (maximum 40 points):

• Competitive Examination: a single 180-minute exercise consisting of a multiple-choice section with 40 questions (0-30 points, minimum 15) and a practical case involving the creation of a commercial revitalization plan with a 20-minute oral defense (0-30 points, minimum 15).
• Merit-based Assessment: evaluation of complementary training (maximum 10 points, at 0.01 per hour) and professional experience (maximum 30 points, at 0.50 per full month).

The Tribunal will be composed of a president, the Corporation’s secretary, three public employee members, and a representative from the Junta de Extremadura, with the presence of observers from trade unions, political groups, and merchant associations. Additionally, a job bank or waiting list will be established, valid until September 30, 2029, consisting of those who pass at least the first part of the competitive examination, to address future vacancies.
