Por FactBox Admin

Don Benito aprueba definitivamente sus planes ante inundaciones e incendios forestales

The Plenary of the Don Benito City Council definitively approved, in a session held on September 28, 2026, the municipal action plans for flood risk and forest fire risk. The agreement was adopted unanimously, under the “Urgent Matters” item of the agenda, and is published in the Official Gazette of the Province of Badajoz No. 191, dated October 6, 2026, via announcement 3907/2026.

The definitive approval closes the municipal processing of two civil protection instruments that establish how the municipality must respond to catastrophes. The announcement is signed by the mayor, Elisabeth Medina Bravo, and is included in the Local Administration section of the provincial gazette.

Unanimous Approval in the Plenary

The plenary agreement consists of two points, both approved without opposing votes:

  • The definitive approval of the “Municipal Action Plan for Flood Risk in Don Benito”.
  • The definitive approval of the “Municipal Action Plan for Forest Fire Risk in Don Benito”.

The session was held on September 28, 2026, and the matter was included in the “Urgent Matters” section of the agenda, as stated in the published text. The publication in the official gazette records the agreement and makes it public for the appropriate purposes.

Two Civil Protection Instruments

Municipal action plans (PAM) are the instruments that establish the organization and action procedures of municipal services and resources in emergency situations, as well as the coordination mechanisms with other competent services and agencies in matters of civil protection.

  • Floods: the plan organizes the municipal response to episodes of flooding and waterlogging within the municipal district.
  • Forest fires: the plan establishes the organization and procedures for emergencies derived from fires in forest land, with the aim of protecting people, property, and the environment.

Both documents govern the mobilization of municipal resources and coordination with supra-municipal administrations when an emergency is declared.

Regulatory Framework and Processing

Law 17/2015, of July 9, on the National Civil Protection System, and Decree 32/2023, of April 5, which regulates the Registry of Civil Protection Plans of the Autonomous Community of Extremadura and the structure, minimum content, and approval regime of these instruments, are the reference regulations cited by the provincial gazette for this type of plan.

Final approval by the Plenary is the step that grants effectiveness to the municipal planning, following the mandatory reports from the competent bodies in matters of civil protection. With this agreement, Don Benito incorporates into its municipal regulations two plans that, until now, had not been definitively approved in the provincial bulletin.

What this means for the municipality

The entry into force of both plans requires municipal services to adjust their action protocols and chains of command to what is provided for in the approved documents. For residents, it means having an official response framework for two of the most relevant risks in the Extremaduran territory: the flooding of rivers and streams and forest fires.

The full text of the plans is available to interested parties at the Town Hall Secretariat and on the municipal electronic office, according to the usual publicity procedure for these agreements.
