Alto Rey Commonwealth dissolved after liquidating its assets of 231,237 euros

The Regional Ministry of Finance, Public Administrations and Digital Transformation of Castilla-La Mancha has published the definitive dissolution of the Mancomunidad Alto Rey, along with the liquidation and distribution of its assets, through Order 128/2026, of September 2. The agreement appears in the Official Gazette of Castilla-La Mancha number 173, of September 9, 2026, with reference 2026/6453.

The mancomunidad (association of municipalities), created by Order of July 26, 1991 for waste collection, agricultural clearing, and slaughterhouse services, groups 18 municipalities from the Sierra Norte of Guadalajara and is headquartered in Hiendelaencina. The dissolution process began following the unanimous agreement of the joint plenary session on November 15, 2024, following the procedure set out in articles 45 and 46 of Law 1/1991, of March 14, on Local Entities of Castilla-La Mancha.

A two-year process with favorable reports

The announcement of the start of the procedure was published in the Official Gazette of the Province of Guadalajara number 229, of November 29, 2024, and was subject to public consultation for one month. The file received favorable reports from the Vice-Ministry of Local Administration and Administrative Coordination (January 14, 2025) and from the Provincial Council of Guadalajara (February 4, 2025), following a report from the Municipal Assistance Service.

The Liquidation Commission definitively approved the liquidation in its extraordinary session on August 12, 2026, and the plenary of the mancomunidad unanimously ratified the dissolution and the liquidation account on August 14, 2026. The entity, registered in the Registry of Local Entities under number 0519016, maintained its legal personality as a body in liquidation until these agreements were adopted.

Distribution of the remainder among the town halls

The assets amounted to a remainder of €231,237.69, distributed in two liquidations proportional to the number of receipts of each municipality. The first, dated December 18, 2024, distributed €210,000; the second, dated March 29, 2025, distributed another €21,000. No debts remained pending nor any remainder to be liquidated, and the contracts with Gestiona and the bank account held by the mancomunidad at Eurocajarural were cancelled.

The beneficiary municipalities and their main allocations were:

  • Hiendelaencina (243 receipts): €26,958.10
  • San Andrés del Congosto (199 receipts): €23,446.26
  • Zarzuela de Jadraque (168 receipts): €19,622.86
  • Riofrío del Llano (182 receipts): €19,447.45
  • Bustares (141 receipts): €15,678.32
  • La Bodera (106 receipts): €12,471.68
  • El Ordial (124 receipts): €12,409.59

The remaining municipalities —Arroyo de las Fraguas, Aldeanueva de Atienza, La Miñosa, Las Navas de Jadraque, Santiuste, Sienes, Villares de Jadraque and the entities of territorial scope lower than the municipality (eatim) of Cañamares, Naharros, La Nava and Tordelloso— received allocations proportional to their receipts.

End of a 35-year entity

With the publication of the order, the association of municipalities, which provided essential services to the population of the Sierra Norte since 1991, is definitively dissolved after 35 years of activity. The liquidation, with no outstanding debts and the remainder fully distributed among the town halls, closes the administrative cycle of one of the region’s supra-municipal entities, whose services must now be assumed by the councils themselves.
