The Provincial Council has awarded the framework agreement for fuel supply for the 2027-2030 period

The Governing Council of the Provincial Council of Bizkaia has awarded the framework agreement for fuel supply for the 2027-2030 period, for all vehicles and machinery of the provincial sector entities and the municipalities of the historical territory of Bizkaia. The decision was approved in the ordinary meeting held on August 26 and was published in issue number 179 of the Boletín Oficial de Bizkaia magazine, on September 18, 2026, with the official reference BOB-2026a179-(I-1058). The published extract does not specify the economic amount of the agreement.

Decision of the Governing Council

The text is an extract of the agreements from the ordinary meeting of the Governing Council of the Diputación Foral de Bizkaia institution on August 26, and was processed by the department of Administración Pública y Relaciones Institucionales. It was signed in Bilbao on September 1; the signatory was Nerea Karmele López-Uribarri Goicolea, head of the General Secretariat unit, with the approval of provincial deputy Ager Izagirre Loroño.

The framework agreement includes a four-year supply and the group of beneficiary entities is broad:

• The Diputación Foral de Bizkaia itself.
• Public provincial sector entities.
• Municipalities of the historical territory of Bizkaia.

Direct grants

In the same meeting, the department of Euskera, Cultura y Deporte approved several nominative direct grants, as provided for in Provincial Law 7/2025, of December 29, in the 2026 General Budgets of the Historical Territory of Bizkaia. The beneficiaries and purposes are as follows:

• Behargintza Txorierri, SL, for the project «Habia-Txorierrin Lana Euskaraz».
• Real Academia de la Lengua Vasca-Euskaltzaindia, for the partial financing of its activity.
• Bizkaiko Dantzarien Biltzarra «Artazi».
• Asociación Cultural Mendi Film Festival Elkartea, for the project «BBK Mendi Film Festival Bilbao-Bizkaia».
• LA2 Consultoría de gestión, SL, for the «Musika Master» program.
• Fundación Bilbao Arte Fundazioa, to provide scholarships.

The same department also approved the call for grants for athletes who participate in tests from the official calendars of international and Spanish federations between November 24, 2026, and November 22, 2027.

Other decisions

The meeting also addressed other matters:

• Boundary change between the municipalities of Zeanuri and Ubide, between boundary markers M-11 and M-12.
• The contract for Bizkaiko Basalan Akziozko Baltzuak, SA, for environmental improvements to the estuary of the Oka river in Urdaibai, to eradicate invasive species, for the 2026-2029 period.
• The project for the integral experience of the LBVR for the 150th anniversary of the Economic Agreement.
• Changes to the works of the bicycle path along the Ibaizabal, in the Erletxe-Boroa section.
• Pedestrian and bicycle crossing over the Cadagua river, in Arbuio (Alonsotegi).
• The organization of accesses on the BI-2701 road, in Sopuerta.
• Annual changes to the public transport contract for Busturialdea Lea-Artibai.
• Funding for the firefighting helicopter, between the provincial councils of Araba, Bizkaia, and Gipuzkoa.
• Agreements with the organizations Cáritas Diocesana de Bilbao, Peñascal SCoop, Raíz, Harresiak Apurtuz, Dema-Enpresa Garapena, ACLIMA, Medicus Mundi Bizkaia, and Zabalketa.
• The Bilbao Chamber of Commerce, the training center in Somorrostro, and the 4th line of the Bilbao metro (Matiko-Irauregi).

Impact

The framework agreement for fuel supply provides four years of stability for the provincial administration and the municipalities of Bizkaia, unifying the supply for all vehicles and machinery. Furthermore, the decision guarantees the funding of cultural, Basque language, and social organizations until 2026.
