The Provincial Council has distributed 375,000 euros to municipalities for climate change

The Provincial Council of Bizkaia has distributed an additional credit of 375,000 euros among ten entities, including municipalities and consortia, for activities in the fields of climate change and energy transition. The decision was made via Foral Order 5224/2026 on September 1st by the Foral Deputy of the Department of Natural Environment and Agriculture, and was published in issue number 173 of the Official Gazette of Bizkaia on September 10, 2026.

The basis for the grants is Foral Decree 128/2025, dated December 11, 2025, which established the regulatory basis and the call for grants for climate change and energy transition activities for municipalities and consortia. The first resolution was made via Foral Order 2737/2026 on April 28th, which listed the applications that did not receive aid due to the exhaustion of the budget line.

Additional credit and beneficiaries

The additional credit was declared via Foral Order 5183/2026 on August 26th, amounting to 375,000 euros, charged to sub-concept 732.99 of program 172132 of management center 0208 for the 2026 fiscal year and expenditure project 2021/0033. The beneficiaries appear in the Annex I list, and they are:

• Igorre (€7,441.58), Plentzia (€64,000), Bermeo (€29,415.62) and Mendata (€31,298.56)
• Amoroto (€64,000), the Lea-Ibarra consortium (€15,673.77) and Laukiz (€46,222)
• Iurreta (€64,000), Gamiz-Fika (€33,795.70) and Lekeitio (€19,152.77)

In the cases of Igorre, Lea-Ibarra, and Lekeitio, the amount granted is a supplement to the amount that remained unpaid in the previous resolution due to the exhaustion of the budget line. In the previous resolution, Igorre was granted 56,558.42 euros via Foral Order 3760/2026 on June 12th.

Deadlines extended

The decision also extended the execution and justification deadlines for the utilization of renewable installations and activities for energy saving and efficiency. The execution period has been extended until November 21, 2027, and the justification period until November 30, 2027, to avoid difficulties in meeting the previous deadlines.

Denied applications

The Annex II list includes 17 entities that did not receive aid due to lack of credit, among others: Lekeitio (€60,847.23), Markina-Xemein (€70,476.02), Murueta (€64,000), Aulesti (€25,693.84), Zeberio (€63,810.56), Zalla (€27,995.37), Berango (€53,481.55), Ajangiz (€37,356.15), Berriatua (€20,475.22), Gorliz (€56,000), Balmaseda (€30,591.79), Ortuella (€80,000), Alonsotegi (€59,033.14), Maruri-Jarabe (€90,000), Lemoa (€90,000), Txorierri (€40,077.50) and Dima (€90,000).

Beneficiaries have a period of 10 days to accept the aid, and the requirements include completing the activity before November 21, 2027, using Basque in public activities, and sending the justification documentation to the Environmental Quality Service. The resolution exhausts the administrative route, and there is a two-month period to file an appeal in the jurisdiction of the Administrative Courts of Bilbao.

This extension provides an opportunity for those who were left out in the previous call to carry out their energy renovation projects, and strengthens the push for the energy transition of the municipalities and associations of Bizkaia.
