Provincial Council resolves grants for international residents 2026

The Governing Board of the Provincial Council of Alicante resolved in its ordinary session on September 9, 2026, the call for grants to city councils and Entities with territorial scope smaller than a municipality (EATIM) in the province for programs and activities regarding international residents, corresponding to the 2026 annual period. The agreement appears in the session extracts published in the Official Gazette of the Province of Alicante number 176, dated September 16, 2026.

The resolution is part of the support line that the Provincial Council maintains toward municipalities for the integration of the foreign population, one of the groups with the greatest demographic weight in the province. The distribution of funds was approved using the powers delegated by the Presidency through resolution number 630, of February 17, 2026, in relation to number 3,402, of August 4, 2023.

Distribution of the call

The agreement approved the distribution of 216,700.00 euros, charged to budget item 36.9241.4620000 of the current budget, to finance the programs submitted by the local entities. According to the resolution, the distribution corresponds to the application of the point-value formula provided for in the call, which allows for the linear distribution of the surplus, as all beneficiary entities obtained one hundred percent of what was requested.

The list of beneficiaries includes a total of 88 entities —city councils and EATIM— with very varied programs:

  • Spanish and Valencian language learning courses for international residents (Alcalalí, Algorfa, Benferri, Bolulla, Finestrat, Millena, Parcent, Xàbia, among others).
  • Intercultural and multicultural conferences and meetings (Agres, Benifallim, Benifato, Cañada, Confrides, Gaianes, Rafal).
  • Care, information, and legal advisory services for international residents (Banyeres de Mariola, Busot, Pinoso, Relleu, Sax, Sanet y Negrals).
  • Census registration campaigns and administrative information (Calp, Los Montesinos, El Poble Nou de Benitatxell).
  • Intercultural mediation and coexistence programs (Mutxamel, Callosa de Segura, Cox, Daya Nueva).

Exclusions and withdrawals

The resolution also records the situation of three municipalities. The city council of Dolores was considered to have withdrawn its request, according to its entry registration document number 2026-E-RE-30742, by virtue of article 84 of Law 39/2015, of October 1, on the Common Administrative Procedure. For its part, the request from Alfafara was dismissed for failing to submit a project, as the deficiency was non-remediable according to section 18.5 of the call, and that of Catral, whose program fell among those expressly excluded in point 8.3.

Justification and deadlines

Beneficiary entities must justify the expenditure before October 16, 2026, through a certification issued by the secretary or secretary-interventor according to the subsidy justification form 1A, accompanied by the responsible declaration of compliance with objectives and the justificatory report of the executed project. The justification shall be submitted through the electronic office of the Provincial Council, and the program name must coincide with that of the grant agreement.

The call is completed with the line destined for associations of municipalities (mancomunidades), approved by Decree of the Deputy for Culture, Contracting, and International Residents number 3840, of August 21, 2026, with an amount of 13,900.00 euros for four associations (El Xarpolar, Alto Vinalopó, La Vega, and Bajo Segura).

The resolution represents direct support for the province’s municipalities to serve an international resident population that, in many localities, exceeds the weight of the native population. With these funds, city councils will be able to finance language courses, advisory services, and coexistence activities that facilitate integration and social cohesion, a priority objective for the Provincial Council for the 2026 fiscal year.
