Provincial Council resolves grants for the Climate Change Action Plan

The Provincial Council of Jaén has definitively resolved the call for grants from the Provincial Plan for the Fight Against Climate Change (PPLCCC) 2026, aimed at the municipalities of the province. The decision, adopted through Resolution No. 334 of August 19, 2026, by the Deputy-Delegate for the Area of Agriculture, Livestock, Environment, and Climate Change, Pilar Parra Ruiz, is published in the Official Gazette of the Province of Jaén number 162, of August 21, 2026 (page 12901).

The call, processed under early processing, was approved by Deputy Delegate resolution No. 516, of November 26, 2025, and its summary was published in the BOP No. 229, of November 28, 2025. Following the period for allegations and the provisional proposal published in the BOP No. 108, of June 5, 2026, the instructing body submitted the final proposal on July 2, 2026.

Two lines of aid

The grants are organized into two distinct lines, financed through budget applications 2026.012.1720.46200 and 2026.012.1720.76200:

• Line 1 (Awareness, Training, and Citizen Participation): environmental education projects, fairs, training sessions, and participatory actions against climate change.
• Line 2 (Investments): self-consumption solar photovoltaic installations, improvement of lighting energy efficiency, water management, reforestation, and the creation of climate shelters.

Among the beneficiaries of Line 1 are municipalities such as Jódar, Martos, Orcera, Mengíbar, Andújar, Sabiote, La Carolina, Úbeda, and Bailén, with grants ranging between approximately 2,500 and 4,500 euros. In Line 2, notable projects include the self-consumption photovoltaic installation in Peal de Becerro, efficient water management in Orcera, urban reforestation in Jaén, and the network of climate shelters in Baños de la Encina, with amounts of up to approximately 14,000 euros.

Advance payment and justification

Beneficiaries must allocate the grant exclusively to the activities of the submitted project and justify it through a simplified justification account. Payment will be made in a single installment, on an advance basis and without the obligation to provide a guarantee, in accordance with the regulating legislation.

Pending applications

The resolution also denies, due to exceeding the maximum credit amount, several applications that met the administrative and technical requirements. These remain on a waiting list and may achieve beneficiary status, following the order of scoring, should waivers occur and sufficient credit be released. Among them are projects from Escañuela, Santisteban del Puerto, Segura de la Sierra, Alcaudete, Lopera, Puente de Génave, Santiago-Pontones, and Arjonilla, among others.

The resolution shall be notified to the beneficiaries and interested parties, who may file a contentious-administrative appeal within two months from the date of notification. With this call, the Provincial Council consolidates its commitment to the energy transition and climate adaptation of the municipalities of Jaén, with a direct impact on the improvement of infrastructure, energy savings, and the quality of life of the province’s residents.
