Provincial Council resumes the firefighter competition for the Seville Consortium

The Provincial Council of Seville has lifted the suspension of the competition for the provision of positions for civil service personnel transferred to the Consortium for Prevention, Firefighting and Rescue of the Province of Seville, through Resolution 5907/2026, of August 25, from the Public Employee Area. The decision is published in the Official Gazette of the Province of Seville no. 167, of August 28, 2026 (official reference: BOP-SE-2026-167001), and orders the completion of all administrative actions necessary to resume the procedure.

The competition was convened by Resolution 1094/2025, of March 8, published in the BOP no. 47, of March 11, 2025, to fill the positions of the Job Position List (RPT) of the personnel transferred to the Consortium. Its processing was suspended by Resolution 2180/2025, of April 10, following the filing of thirteen suspension requests within the framework of the appeals for reversal filed against the call.

A competition paralyzed by appeals and a ruling

The suspension remained in effect until the substantive issues raised in the appeals were resolved, following a report from the Provincial Legal Service. In this context, the Contentious-Administrative Section of the Court of First Instance of Seville issued Judgment 48/2026, of February 18, in Abbreviated Procedure 141/2025, as a result of the appeal filed by Mr. Javier Blasco Sendra, Mr. Pablo Gutiérrez Briales, and Mr. Arturo Sánchez Maldonado against Resolution 1094/2025. The ruling, which was partially favorable, became final by Order of March 23, 2026, and was executed through Resolution 2222/2026, of April 10.

Report no. 37/2025 of the Provincial Legal Service, issued on June 10, 2026, and the subsequent report from the Personnel Service, of August 10, 2026, concluded that the circumstances justifying the suspension had disappeared, confirming the legal compliance of the objective scope of the call.

What changes with the resumption

The judgment recognizes the definitive assignment to the positions awarded to the civil servants who passed the selection process for the 61 Firefighter positions of the Public Employment Offers of 2014, 2015, and 2016, who are excluded from the competition. To adapt the call to this new situation, the resolution orders:

• The update of Annex I of the call, excluding the positions awarded on a definitive basis in execution of Judgment 48/2026.
• The approval of the provisional list of admitted and excluded persons, excluding those who have obtained definitive assignment and do not meet the two-year tenure requirement required to participate in a new competition.

The competent body to adopt these actions is the Deputy Delegate for the Public Employee Area, by virtue of the powers delegated by the Presidency Resolution 1221/2026, of March 3. The resolution, signed by the Deputy Secretary General acting as Secretary General, Ms. María García de Pesquera Tassara, will be communicated to the Provincial Legal Service for its transfer to the judicial body and to the Consortium itself.

Deadlines and appeals

Against the resolution, which exhausts administrative remedies, an optional appeal for reversal may be filed within one month before the Most Excellent Mr. President of the Provincial Council of Seville, or a contentious-administrative appeal may be filed before the Contentious-Administrative Section of the Court of First Instance of Seville within two months, in accordance with Law 39/2015 and Law 29/1998.

The resumption of the competition unlocks the filling of dozens of positions for firefighters and corporals of the provincial Consortium, a key process for the stability of the fire extinction and rescue service of the province of Seville, which had been suspended for more than a year awaiting the resolution of the legal issues raised.
