Diputación habilita un BOP extraordinario en festivo para las mesas electorales

The president of the Provincial Council of Badajoz, Raquel del Puerto Carrasco, has authorized the extraordinary edition of the Official Gazette of the Province of Badajoz corresponding to October 12, 2026, a day declared a national holiday. The measure serves to publish the list of sections, polling stations, and electoral venues for each municipality in the province that will be used in the general elections on November 29, 2026. The administrative act is formalized in announcement 4051/2026, disseminated in Extraordinary Bulletin No. 195 of the same date, within the Local Administration section.

The resolution responds to the request sent on October 8, 2026, by the Electoral Census Office of the Provincial Delegation of Badajoz, dependent on the State Administration, which requested the publication of the list of sections, polling stations, and voting venues. The following day, October 9, 2026, the Head of the BOP Coordination Section, in temporary assignment of functions by decree of the Third Vice President and Delegate for the Area of Public Employees, Safety and Health at Work of April 27, 2026, issued the proposal report warning that the publication and dissemination of the ordinary issue of the bulletin were not scheduled for Monday, October 12.

The basis for the urgency is the electoral calendar. The resolution invokes Royal Decree 806/2026, of October 5, on the dissolution of the Congress of Deputies and the Senate and the calling of elections, and recalls that article 24.2 of the LOREG requires the list of sections and polling stations to be published in the official provincial bulletin “on the sixth day following the call.” The Electoral Census announcement included in the same bulletin cites, instead, Royal Decree 805/2026, of October 5, for the calling of the elections.

The legal framework invoked by the Provincial Council includes:

  • Law 5/2002, of April 4, regulating the Official Gazettes of the Provinces.
  • The BOP Management Regulations, published in BOP No. 249 of December 28, 2018, whose article 3 allows the Presidency to agree upon “supplements or extraordinary issues” in the event of unforeseen circumstances of unavoidable and urgent necessity.
  • Article 34 of Law 7/1985, of April 2, regulating the Bases of the Local Regime, and article 3 of the Provincial Organic Regulations.
  • The favorable report from the corporation’s General Secretariat.

What is published and what deadlines it opens

The Presidency’s agreement has two mandates: to authorize the extraordinary edition of October 12, 2026, containing the list of sections, polling stations, and electoral venues, and to publish the resolution itself in the bulletin, reporting it in the next ordinary session of the Plenary of the Provincial Corporation. The transcription to the electronic book of resolutions is carried out in accordance with article 3.2 e) of Royal Decree 128/2018, of March 16.

The electoral content is detailed in announcement 4016/2026, signed by the Provincial Delegate of the Electoral Census, Luciano Nogales Guillén, which details the sections, polling stations, and voting venues municipality by municipality. The text also opens two avenues for voters:

  • To file claims against the delimitation before the Provincial Electoral Board within six days following publication, according to article 24.3 of the LOREG.
  • To consult the polling station and venue corresponding to a postal address on the electronic headquarters of the INE.

Impact

The authorization of the extraordinary issue is the administrative piece that makes it possible for electoral information to reach citizens within the legal timeframe despite the national holiday. Without it, the bulletin’s ordinary calendar would have delayed the publication and, consequently, the count of the six days for claims before the Provincial Electoral Board, a mandatory preliminary step for the holding of the general elections on November 29, 2026, in the province of Badajoz.
