Provincial Council finances promoting staff for "Puntos Vuela" against the digital divide

The Provincial Council of Seville has approved the regulatory bases and the call for grants for 2026 intended to finance the facilitating staff of the Puntos Vuela digital competence centers in city councils and autonomous local entities (ELA) of the province experiencing a digital divide. The decision was adopted through Resolution 5784/2026, of August 18, of the Concertation Area, and is published in the Official Gazette of the Province of Seville number 164, of Tuesday, August 25, 2026. Applications may be submitted within a period of 10 days from the publication of the summary in the National Grants Database (BDNS).

The call is part of the Strategic Plan of the Concertation Area 2024-2027, approved by Presidency Resolution 9442/2023, of December 22, and modified on several occasions. It is based on the Order of November 9, 2021, of the Regional Government of Andalusia, which regulates grants to Andalusian municipalities and ELAs in a situation of digital divide, and on the regional call for the 2026 annual period approved by the Digital Agency of Andalusia through a resolution dated March 10, 2026 (BOJA no. 53, of March 18).

Purpose and beneficiaries

The purpose is to help finance the revitalization of digital competence centers through awareness and training actions on the use of digital services by citizens, contributing to the digital transformation of the territories. Beneficiaries may be city councils and ELAs of the province in a situation of digital divide that have a Punto Vuela and meet the requirements of base 3 of the regulatory bases.

  • City Councils: classified into groups A, B, or C.
  • Autonomous Local Entities: classified into groups A or B.

Module amounts

The grant consists of the payment of a module, depending on the group to which the entity belongs, intended for the hiring of the facilitating staff of the local Punto Vuela:

  • Group A: €4,700.54
  • Group B: €7,424.94
  • Group C: €3,941.58

Entities in Group C must mandatorily co-finance 45.78% of the total project. The aid is exclusively compatible with grants from the Regional Government of Andalusia for the development of this project.

Processing and collaborating entity

The Consorcio de Puntos Vuela de Andalucía will act as the collaborating entity, by virtue of the agreement signed on May 12, 2026. The announcement is signed by the delegated deputy of the Concertation Area, Inmaculada Márquez Montes, in Seville on August 21, 2026.

The processing has been deemed urgent to ensure that the granting and the first payment to the beneficiaries are carried out before the end of the budget year; therefore, the guidelines will be presented to the Governing Board at its first session.

Impact

The call for applications reinforces the network of digital competence centers inherited from the Guadalinfo program, promoted since 2004 by the Regional Government of Andalusia, the eight provincial councils, and the Andalusian city councils. With this line of aid, the Provincial Council of Seville fulfills its obligation to collaborate with municipalities of lower economic and management capacity, guaranteeing the comprehensive provision of municipal services and bringing digital literacy and training to the most vulnerable territories of the province.
