Provincial Council sets internal promotion exams for heating, electrician, and plumbing officers

The Provincial Council of Seville has finalized the provisional lists of admitted applicants and has set the dates for the first exercise of the calls to fill, via internal vertical promotion, three positions of 1st Class Officer within its labor staff, corresponding to the 2024 Public Employment Offer (O.E.P.). The announcements, authorized by resolutions dated August 25, are published in the Official Gazette of the Province of Seville number 167, dated August 28, 2026.

The called positions are 1st Class Heating Technician, 1st Class Electrician, and 1st Class Plumber. In all three cases, no corrections were made within the regulatory period; therefore, the provisional lists become final, and the composition of the selection bodies is approved, in accordance with General Bases 5 and 6, approved by Resolution 728/25, of February 19.

Dates and location of the exams

The first exercises will be held at 9:00 AM in Classroom 6 of the headquarters of the Provincial Council of Seville, at avenida de Menéndez Pelayo, 32. Admitted persons must bring a pen (black or blue) and their original ID (DNI).

• 1st Class Plumber: September 16, 2026 (Resolution 5916/26).
• 1st Class Heating Technician: September 24, 2026 (Resolution 5917/2026).
• 1st Class Electrician: September 29, 2026 (Resolution 5920/2026).

Selection bodies

Each call designates its own tribunal, with a presidency, titular and substitute members, and a secretariat. Among the members are, among others, Irene Machuca de la Rosa, Javier Martínez de la Hoz, José Ruiz García, David Barrero Vázquez, María Gracia León Luque, and Fernando Fernández-Figueroa Guerrero, who acts as secretary in all three processes.

Background and procedure

The provisional lists were approved by Resolutions 430/26 and 431/26, of February 3 (heating technician and electrician), published in BOP no. 28 of February 11, 2026, and Resolution 877/26, of February 18 (plumber), published in BOP no. 38 of February 25, 2026. The final resolutions, signed by the Provincial Deputy Delegate for the Public Employee Area by virtue of the powers delegated by Presidency Resolution no. 1221/26, of March 3, exhaust the administrative route.

An optional appeal for reversal may be filed against them within one month before the President of the Provincial Council of Seville, or a contentious-administrative appeal before the Contentious-Administrative Section of the Court of First Instance of Seville within two months, in accordance with Law 39/2015 and Law 29/1998.

These calls for applications open a path for professional progression for the contractual staff of the Provincial Council of Seville, who may ascend to higher categories through vertical internal promotion without the need for an external competition.
