Provincial Council commissions Proaguas for water services for over a million

The Provincial Council of Alicante has commissioned its own in-house entity Proaguas Costablanca, S.A. for three water quality control and urban cycle digitalization services during the second quarter of 2026, for a combined amount exceeding 1.05 million euros. The announcement is published in the Official Gazette of the Province of Alicante number 170, dated September 8, 2026, in section III of Local Administration, under reference 6800/2026.

The commissions are formalized through decrees from the 1st Vice President and Councilor for Economy, Communication, and the Water Cycle, and are published in compliance with article 21.2 of Law 1/2022, of April 13, of the Generalitat, on Transparency and Good Governance of the Valencian Community, and article 9.1.b) of the Council’s Ordinance on transparency and access to information.

Commissions to an in-house entity

The company Proaguas Costablanca, S.A. holds the legal status of a personified in-house entity with respect to the Council, according to article 32 of Law 9/2017, of November 8, on Public Sector Contracts, which allows for the direct entrustment of services without bidding. The three commissions approved in the quarter are:

  • Decree 2026-1706 (04/20/2026): maintenance of the chemical quality control network for inland waters in the province of Alicante, 2026 annuality, for €97,853.21.
  • Decree 2026-1888 (04/29/2026): quality control of water for human consumption during 2026 in municipalities with a population of fewer than 10,000 inhabitants with direct management of the drinking water supply, for €573,060.69.
  • Decree 2026-2375 (05/28/2026): execution of municipal studies within the framework of Project Aigua (Perte for the digitalization of the urban water cycle), 2026 annuality, for €380,912.07.

Scope regarding smaller municipalities

The highest-value commission, Decree 2026-1888, is specifically aimed at municipalities with fewer than 10,000 inhabitants that directly manage their drinking water supply service, guaranteeing the quality control of water for human consumption throughout 2026. This action accounts for more than half of the total budget for the quarter.

Digitalization of the urban cycle

The third commission, Decree 2026-2375, is part of Project Aigua, linked to the Perte for the digitalization of the urban water cycle, and finances the preparation of municipal studies during the 2026 annuality. Through this, the Council promotes the modernization of water management in the province’s municipalities.
