The Provincial Council of Ávila announces a vacancy for Technical Architect via competitive examination

The Provincial Council of Ávila has approved the bases and the call for the selection process for the permanent appointment, via the open competitive examination system, of one position for Technical Architect, corresponding to the 2024 Public Employment Offer (OEP). The agreement, adopted by the Governing Board in the session of August 3, 2026, is published in the Official Gazette of Castilla y León number 172, dated September 4, 2026 (official reference BOCYL-D-04092026-172-30).

The call, processed under file number 5657/2026, was approved by the Governing Board and previously published in the Official Gazette of the Province of Ávila number 152, dated August 10, 2026. The position will be filled as career civil service personnel and is currently vacant within the provincial Corporation’s staff.

Position Characteristics

The announced position is classified under the Special Administration Scale, Technical Subscale, Middle Class, Group/Subgroup A2, in accordance with Article 76 of the Royal Legislative Decree 5/2015, of October 30, which approves the revised text of the Law of the Basic Statute of Public Employees.

• Service/Unit: Technical Office, Urban Planning and Architecture.
• Destination Supplement Level (CD): 22.
• Specific Supplement Level (CE): 22.

Requirements and Submission of Applications

Those who meet the general requirements for access to public employment and hold a degree in Building Engineering, Technical Architecture, or Building Surveying may participate, with the corresponding accreditation in the case of degrees obtained abroad.

• Application Period: twenty business days from the day following the publication of the summary of the call in the Official State Gazette (BOE).
• Submission Method: electronically via the Electronic Office of the Provincial Council of Ávila or through the means specified in Article 16.4 of Law 39/2015, of October 1.
• Examination Fee: 12 euros, via deposit into account ES42 2100 6305 0413 0112 8428.
• Documentation: proof of fee payment, copy of ID (DNI), and copy of the required qualification.

Selection System

The procedure, an open competitive examination, consists of three eliminatory exercises, each gradable from 0 to 10 points:

• First exercise: a questionnaire of 50 multiple-choice questions (10 on common subjects and 40 on specific subjects), with a duration of 60 minutes and a penalty of one quarter of a point for each incorrect answer.
• Second exercise: a written development, in a maximum of two and a half hours, of two topics chosen from three randomly selected from the block of specific subjects.
• Third exercise: two theoretical-practical cases proposed by the Tribunal, with a maximum duration of three hours.

The order of appearance for the candidates will begin with the letter “U”, in accordance with the Resolution of July 28, 2025, of the State Secretariat for Public Function. Those who pass at least one exercise without obtaining a position will be included in the Corporation’s Employment Pool for the coverage of temporary services.

Relevance of the call

This competitive examination opens a stable access route to local public employment for graduates in Building Engineering and Technical Architects from the province of Ávila, in a technical position assigned to the Technical Office of Urbanism and Architecture. The process, framed within the 2024 OEP, reinforces the permanent civil servant staff of the Provincial Council and also offers the possibility of joining the job pool for those who do not obtain a position.
