Diputación de Teruel: más plazo para justificar las ayudas a autónomos

The Provincial Council of Teruel has extended until November 30, 2026, the deadline for submitting the documentary justification for subsidies aimed at freelancers to promote economic activity and the maintenance of services in the towns of the province. The agreement was signed by the president of the institution, Joaquín Pascual Juste Sanz, on October 23, 2026, and published in the Official Gazette of the Province of Teruel no. 206, of October 27, 2026, with the official reference No. 2026-3119. The measure benefits freelancers who are already beneficiaries of this year’s call.

The announcement, included in the Local Administration section of the gazette, indicates that the Provincial Council of Teruel has agreed to extend the justification period established in the bases of the corresponding subsidy call. The text precisely identifies the affected aid line and the official journal in which its bases and call were published, and sets a single new closing date: November 30, 2026.

This call is known as “Promotion of economic activity, aimed at freelancers, oriented towards the maintenance of the towns of the province of Teruel 2026,” published in the Official Gazette of the Province of Teruel no. 139, of July 24, 2026. This is one of the lines through which the provincial institution supports economic activity in the smallest municipalities, where self-employed workers sustain a large part of daily services.

The framework for the decision is the General Subsidy Ordinance of the Provincial Council of Teruel, approved by the Provincial Plenary on March 27, 2024, and published in full in the Official Gazette of the Province of Teruel no. 102, of May 29, 2024. Article 15 stipulates that the justification period shall not be later than December 1 of the year in which the subsidy was granted, except for justified exceptions in the file, and provides for extensions due to unforeseen circumstances. The regulation is developed within the framework of Law 38/2003, of November 17, General Law on Subsidies, and Royal Decree 887/2006, of July 21.

The new calendar, in data

  • Affected call: promotion of economic activity aimed at freelancers for the maintenance of the towns of the province of Teruel 2026.
  • Original publication of the call: Official Gazette of the Province of Teruel no. 139, of July 24, 2026.
  • New justification deadline: November 30, 2026.
  • Announcement of the extension: Official Gazette of the Province of Teruel no. 206, of October 27, 2026, reference No. 2026-3119.
  • Body agreeing to the extension: Provincial Council of Teruel, signed by the president Joaquín Pascual Juste Sanz.

The extension does not alter the execution of expenditure

The announcement includes a warning in capital letters that clearly limits the scope of the measure: the extension of the justification period cannot be considered an extension of the execution period for the eligible activities. In other words, the beneficiary freelancers gain time to gather and submit documentation, but the activities and expenditures must continue to align with the execution period established in the call for applications.

This distinction is relevant in the processing of these grants, because the justification is verified later through the corresponding justification account and the statement of expenses and income. The published text does not set new material conditions nor modify the requirements for beneficiaries: it only shifts the deadline for documentary submission.

The same criterion for rural multi-service centers

The decision aligns with another extension adopted by the same corporation a week earlier. The Official Gazette of the Province of Teruel no. 201, of October 20, 2026, published the extension of the justification period for grants to city councils for the equipment, maintenance, and conservation of operational rural multi-service centers, call of the Official Gazette of the Province of Teruel no. 138, of July 23, 2026, also until November 30, 2026, with reference No. 2026-3045.

Both lines therefore share the same documentary closing date, which unifies the fiscal year closing calendar in the provincial grant plan and prevents beneficiaries and managing services from working with different deadlines depending on the aid received.

The relief directly affects freelancers in small municipalities, who face the final stretch of the year with the administrative burden of gathering invoices and receipts. With the new deadline, the Provincial Council of Teruel moves the final day to prove the destination of grants designed to ensure that villages continue to have economic activity and operational services to November 30, 2026.
