The Provincial Council of Soria announces a competitive examination for one Technical Engineer position

The Provincial Council of Soria has approved the rules for the call for the permanent appointment, through a competitive examination system, of one position for Technical Engineer of the Projects and Environment Service, belonging to the corporation’s civil servant staff, as well as the creation of a job bank. The call is published in the Official Gazette of Castilla y León, number 176, of September 10, 2026, with the official reference BOCYL-D-10092026-176-14.
The agreement is based on Decree No. 2026-2715, of June 19, 2026, issued by the Second Vice-Presidency of the Council, whose rules were previously published in the BOP of Soria No. 75, of July 1, 2026. The position is part of the Public Employment Offer for civil servant personnel for the 2024 and 2025 fiscal years, approved by agreement of the Governing Board on October 6, 2025, and published in the BOP No. 116 of October 15, 2025.
The position and its requirements
The called position corresponds to the Special Administration scale, group A, subgroup A2, with level 22 of destination supplement, and will be filled via open competition charged to the 2025 OEP. The Plenary of the Council, in the session of October 10, 2025, modified the Job Position List to rename the category, which changed from Technical Engineer of Public Works to Technical Engineer of the Projects and Environment Service.
To participate, applicants must meet the following requirements:
- Hold Spanish nationality or nationality of a member state of the European Union.
- Be at least sixteen years of age and not exceed the maximum compulsory retirement age.
- Hold the degree of Technical Engineer of Public Works or a Degree, Licentiate, or Superior Engineering degree in areas of agronomy, environmental sciences, biology, forestry, and veterinary medicine, or equivalent qualifications.
- Not have been dismissed from the service of any Public Administration nor be disqualified from public employment.
- Possess the functional capacity for the performance of the tasks.
Submission of applications and fees
Applications may be submitted in person at the General Registry of the Provincial Council of Soria, via article 16 of Law 39/2015, of October 1, or through the corporation’s electronic office. The deadline will be fifteen business days, counted from the day following the publication of the summary of the call in the Official State Gazette.
Examination fees amount to 24.78 euros, with the exemptions and discounts provided for in the Fiscal Ordinance regulating the fee. Payment shall be made through the Council’s fee platform, and failure to do so will result in exclusion from the process.
The selection process
The competitive examination consists of three eliminatory exercises, followed by a three-month internship period:
- First exercise: a questionnaire of up to 70 multiple-choice questions, with a duration of 90 minutes, graded from 0 to 30 points (minimum 15 to pass).
- Second exercise: a theoretical-practical test on a project or report, lasting 3 hours, graded from 0 to 40 points (minimum 20).
- Third exercise: a written development of two topics from the syllabus, lasting 3 hours, graded from 0 to 30 points (minimum 15).
The Examining Board will be composed of career civil servants from the Provincial Council of Soria, the Regional Government of Castilla y León, and the Soria City Council. Once the examination phase is completed, a single employment pool will be established consisting of candidates who have passed at least the first two exercises, ordered by score, to fill temporary vacancies within the service.
Relevance of the call
The call represents a significant employment opportunity for technical graduates in the province, as it offers a permanent position in the provincial administration and, complementarily, an employment pool that will allow for the agile filling of temporary substitutions in the Projects and Environment Service.
