Diputación de Sevilla: segunda línea de 5 millones para caminos rurales

The Provincial Council of Seville has announced the second edition of its grant line for the improvement, conservation, and maintenance of municipal rural road infrastructures. The call, processed by the Supramunicipal Public Services Area, is endowed with 5,000,000.00 euros and is aimed at municipalities and autonomous local entities in the province with a population of up to 20,000 inhabitants. The summary is published in the Official Gazette of the Province of Seville number 206, dated October 23, 2026, with official reference BOP-SE-2026-206002 and summary number 223378.

A second edition after exhausting the first

The specific bases and the call were approved by Resolution 7653/2026, of October 16, by the delegated deputy of the Supramunicipal Public Services Area, and were published in full in BOP number 204, of October 21, 2026. The text justifies the new edition by stating that, during the processing of the first line—approved by Resolution 6560/2025, of September 24—it was found that investments exceeded the available resources, demonstrating the convenience of expanding the provincial investment effort.

The call is resolved on a non-competitive basis and is part of the Area’s Strategic Plan for the 2024-2027 period, whose ninth modification was approved by resolution number 6294/2026, of September 8. The legal framework refers to Law 38/2003, of November 17, General Law on Subsidies, its regulation approved by Royal Decree 887/2006, and the General Subsidy Ordinance of the Provincial Council, published in BOP number 104, of May 9, 2023.

Extraordinary rains and damage to the road network

The file links the call to the extraordinary meteorological episodes recorded in the province in recent months, with intense and persistent rainfall that has exceeded the usual values for this time of year. According to the official text, these rains have caused serious damage to the network of municipal rural roads, hindering access to agricultural and livestock farms and dispersed population centers, and compromising road safety and economic activity in rural areas.

The line seeks to restore minimum conditions of safety, accessibility, and operability on the affected roads, and also includes preventive maintenance against possible new adverse weather episodes. The Provincial Council emphasizes that the province’s extensive network of public roads is an essential element for modern and competitive agriculture and for any economic diversification program in rural areas.

Linear distribution and 54,945 euros per entity

The distribution of the 5 million euros is carried out linearly among all municipalities of up to 20,000 inhabitants, regardless of their population or the kilometers of publicly owned roads:

  • Total amount: 5,000,000.00 euros, provided entirely by the Provincial Council charged to the 2026 budget.
  • Application 3201/45401/76200 (project 26p32100), to city councils: 4,890,110.00 euros.
  • Application 3201/45401/76800 (project 26p32100), to minor local entities: 109,890.00 euros.
  • Limit per beneficiary: 54,945.00 euros, a certain and determined amount for each local entity.
  • Compatibility: the aid is compatible with other grants for the same purpose, without exceeding the cost of the activity.

The grant will be paid in a single payment of 100% of the granted amount following the resolution of the delegated deputy, and the deadline to execute the works extends from the day following the notification of the final award until December 31, 2028. The justification must be submitted within three months following that date.

Ten business days and damage report

The deadline for submitting applications is ten business days from the day following the publication of the extract in the BOP through the National Grants Database, where the call is listed with the identifier BDNS 936643. Only one application per local entity is permitted, submitted electronically through the SIDERAL or SIR systems.

Each request must include:

  • Annex I signed by the mayor or presidency, with the total amount of the grant requested.
  • A technical report for each road, with an express indication of the damage derived from the latest rainfall episodes, the length of the road, and the budget including VAT.
  • The certificate of public ownership of the road or roads.
  • Location map and enlarged map of the intervention sections.
  • Updated color photographs of the condition of the roads.

The extract appears signed in Seville on October 16, 2026, by the general director of the Area of Supramunicipal Public Services, José Antonio Hidalgo García.

The call comes at a time when small city councils face the cost of repairing a road network deteriorated by rains without their own budgetary margin. The linear distribution ensures that each entity of up to 20,000 inhabitants receives the same amount, although the maximum amount per municipality covers only part of the cost: if the work proves to be more expensive, the additional financing will be borne by the beneficiary entity.
