Provincial Council of Seville finances Urban Planning Plans with three million

The Provincial Council of Seville has approved the regulatory bases and the call for grants, under a competitive bidding process, intended to finance the preparation of Urban Development Plans (POU) in the municipalities of the province with a population of fewer than 50,000 inhabitants. The measure is published in the Official Gazette of the Province of Seville number 179, dated September 15, 2026, through the Presidency Resolution 5613/2026, of August 11, with official reference BOP-SE-2026-179002.

The call is framed within Law 7/2021, of December 1, for the Promotion of Territorial Sustainability of Andalusia (LISTA), in force since December 23, 2021, and its regulatory development, Decree 550/2022, of November 29. The new model replaces direct assistance through planning agreements with financial assistance: city councils hire external teams to draft the instrument, and the Provincial Council retains the monitoring functions.

Purpose and beneficiaries

The POU is the detailed urban planning instrument that organizes the entirety of the municipality’s urban land, and it is necessary for those city councils that are not processing their Basic Municipal Development Plan (PBOM). The grant covers the preparation, processing, and approval of the plan, including its publication in the gazette.

City councils in the province of Seville with a population of fewer than 50,000 inhabitants listed in Annex I of the resolution may apply. The eligible activity includes the drafting work of the POU until its publication, and the beneficiary city council must contract the services in accordance with public sector procurement regulations.

Amount and financing

The call is endowed with €3,000,000.00, charged to budget application 3103/15103/46200 of the 2026 budget, extendable up to a maximum of €5,950,000.00 (additional amount of up to €2,950,000). Payment will be made in a single installment upon final granting, via bank transfer.

The individualized amount per municipality is calculated using the formula Budget = H × Ia × C × O, where:

• H: thousands of inhabitants according to the census (minimum 3,000).
• Ia: update index according to CPI (2.00).
• C: coefficient according to population bracket, from 21,040 (up to 5,000 inhabitants) to 9,020 (more than 25,000).
• O: instrument coefficient, 0.30 for the POU.

Deadlines and evaluation criteria

Applications shall be submitted electronically within fifteen business days from the publication of the call summary in the BOP. The final resolution must be notified within a maximum of six months. The award of the service contract must occur within ten months from the notification (extendable by two more months), and the publication of the final approval of the POU within a total period of 60 months.

The assessment, up to 100 points, is divided between the type of current planning instrument (up to 60 points) and the legal population according to the INE (up to 40 points), with priority given to municipalities without a general plan and those with smaller populations. The processing is the responsibility of the Urban Planning Assistance Service of the Territorial Cohesion Area, and the final resolution is issued by the Delegate Deputy of the Area, by virtue of the powers conferred by Resolution 1221/2026, of March 3.

The call consolidates the Provincial Council’s commitment to local urban planning: following the 2022 and 2024 lines, which already subsidized the preparation of PGOMs and PBOMs for 97 city councils, this new line extends coverage to Urban Development Plans (POU), ensuring that the smallest municipalities can organize their urban land and fully exercise their urban planning competencies within the framework of the LISTA.
