Provincial Council of Seville grants 10,000 euros to Casariche for feline colonies

The Provincial Council of Seville has approved the final granting of a subsidy of 10,000.00 euros to the Casariche City Council to improve and promote the population control of feline colonies. The decision was adopted by Resolution 5989/2026, of August 27, by the Delegated Deputy of the Area of Supramunicipal Public Services, and is published in the Official Gazette of the Province of Seville number 174, of September 8, 2026 (official reference BOP-SE-2026-174002).

The aid is part of the Subsidy Line intended for municipalities with a population of up to 20,000 inhabitants, under a non-competitive concurrence regime, and will be paid in a single payment of 100% of the granted amount, as an advance payment to be justified.

Regulatory framework and background

The line is governed by the Specific Regulatory Bases and Call approved by Resolution 5067/2025, of July 21, 2025, published in BOP number 143, of July 28, 2025. The extract of the call was published in BOP number 145, of July 30, 2025, with the application period open between July 31 and August 13, 2025.

The procedure is processed in accordance with the General Subsidy Ordinance of the Provincial Council, approved by Plenary Agreement of February 23, 2023 (BOP number 104, of May 9, 2023). The funding corresponds to Chapter IV of the Expenditure Budget (current transfers to city councils), through an extraordinary credit approved by Plenary Agreement of March 26, 2026 (file SUPE 02 2026), charged to the budgetary application 3201.31103/46200.

A municipality that recovers its place in the line

The Casariche City Council (NIF P4102600F) did not initially appear among the beneficiaries of the final grant approved by Resolution 9710/2025, of December 26, as the application submitted was not recorded in the managing area, despite having been sent in due time and form on July 31, 2025 (Ref. Sideral 50888). Following the instruction of the procedure, Resolution 1945/2026, of March 26, approved the provisional grant, opening a 10-day hearing period during which no allegations were made, according to the certificate from the General Secretariat of May 6, 2026.

The file has a favorable report from the Provincial Audit and an opinion from the Governing Board, and the expenditure was authorized by Resolution 4273, of June 22, 2026, charged to the 2026 fiscal year credits.

Conditions and regime of the subsidy

The beneficiary entity shall be subject to the conditions, justification regime, and reimbursement terms set forth in the FOURTH, FOURTEENTH, and FIFTEENTH Clauses of the Regulatory Bases. The grant is compatible with other aid for the same purpose, provided that the total amount does not exceed the cost of the subsidized activity; otherwise, the excess shall be reimbursed along with the corresponding late payment interest (art. 37.3 of the General Subsidies Law).

The resolution, which exhausts the administrative route, shall be notified to the interested party and published on the Provincial Corporation’s e-bulletin board, in the BOP, in the National Subsidies Database, and on the Transparency Portal of the Provincial Council of Seville, in accordance with Law 1/2014, of June 24, on Public Transparency of Andalusia. An optional appeal for reversal may be filed within one month, or a contentious-administrative appeal may be filed before the Contentious-Administrative Section of the Court of First Instance of Seville within two months.

Impact for the municipality

The grant allows Casariche to acquire resources for the ethical and sustainable management of its feline colonies, a municipal competence of growing relevance in terms of animal welfare. The advance payment subject to justification streamlines the execution of the program, while compatibility with other aid ensures that the municipality can complete the financing of the activity without waiving other avenues of support.
