Provincial Council of León announces competition for Social Worker positions

The Governing Board of the Provincial Council of León, in sessions held on March 6 and August 6, 2026, approved the regulatory bases and the call for the ordinary competition for the definitive provision of vacant positions in the category of Social Worker, classified under the Special Administration, Technical Subscale, Middle Class, Group A, Subgroup A2. The agreement is published in the Official Gazette of Castilla y León number 161, dated August 20, 2026, pages 15 to 37, with official reference BOCYL-D-20082026-161-7.
The procedure is addressed exclusively to the career civil servants of the Council of León and aims for the definitive provision of the positions offered in Annex I, as well as, once the vacancies are filled, the “pending” positions of Annex II that remain vacant due to the adjudication to their holders. The call is framed within the local public service regulations, with special reference to Royal Legislative Decree 5/2015 (TREBEP) and Law 7/2005 of the Public Service of Castilla y León.
Requirements and participation deadlines
Career civil servants of Subgroup A2 with the functional capacity to perform the position, who are not subject to incompatibilities and who have been in their last definitive destination for at least two years, may participate. The deadline for submitting applications will be 15 business days counting from the day following the publication of the summary of the call in the Official State Gazette.
- Applications shall be addressed to the Presidency of the Council and submitted through the electronic office (Human Resources Area).
- They must be accompanied by supporting documentation of the alleged merits.
- Conditional requests for reasons of family coexistence and adaptations for people with disabilities are permitted.
Merit scale
The competition consists of a single phase of merit assessment, referred to the end date of the application submission period, with the following blocks:
- Seniority: maximum 4 points (0.0125 points per month in the same Group/Subgroup).
- Personal grade: maximum 1.75 points according to the level relative to the requested position.
- Work developed: maximum 3 points depending on the level of the position.
- Training courses: maximum 1.25 points for courses of at least 21 hours in the last 10 years.
- Work-life balance (personal, family, and professional): maximum 1.25 points.
Offered destinations
Annex I lists the vacant positions offered, all of them within the Social Rights Service, distributed between the Basic Services Coordination and Dependency sections. The locations include León (CEAS León I and II), Cistierna, La Magdalena, Matallana, Valencia de Don Juan, Villablino, Cacabelos, La Bañeza, Astorga, Bembibre, Santa María del Páramo, and the EDIS and EPAP zones of the province. Annex II adds “pending” positions in locations such as Boñar, Mansilla, Riaño, Sahagún, Babia, or La Cabrera.
Taking possession shall take place within a period of three business days if it does not involve a change of residence, or one month if it entails a change of residence or reinstatement to active service, counted from the date of cessation. The assigned destinations are considered voluntary and do not generate a right to compensation.
Relevance of the call
This competition represents an opportunity for the mobility and consolidation of career civil servants within the social services of the Provincial Council of León, at a time when the province’s network of CEAS and dependency care requires stable technical personnel. The publication of the rules in the Official Gazette of Castilla y León and their dissemination on the institutional website guarantee the transparency of the process, which will be resolved according to the objective criteria of merit and seniority set out in the rules.
