Provincial Council of Jaén allocates 420,000 euros to youth housing and rural entrepreneurship

The Provincial Council of Jaén has approved the modification of its Strategic Grant Plan for the year 2026 for the Department of Agriculture, Livestock, Environment, and Climate Change, incorporating two new calls for applications aimed at stabilizing the population in rural areas. The decision, adopted via Resolution No. 358 of September 3, 2026, is published in the Official Gazette of the Province of Jaén number 173, of September 7, 2026, pages 13313 to 13316.

The agreement, signed by the Delegate Deputy of the Department, Isabel Uceda Cantero, acting by delegation of the Most Illustrious Mr. President (Resolution no. 260, of 06/09/2026, BOP no. 119, of 23/06/2026). With this modification, the plan initially approved by Resolution no. 71, of February 25, 2026 (BOP no. 40, of 02/27/2026), is expanded, in application of articles 10 and following of the Regulations of the General Law on Grants (RD 887/2006) and article 41.5 of the Budget Execution Bases.

Two calls for the demographic challenge

The first line supports the acquisition of owned housing by young people to contribute to the demographic challenge within the framework of the territorial development strategy of the El Condado Region, with a budget of 300,000 euros (application 2026.011.4140.78000) and a non-competitive concurrence regime.

The second call promotes youth entrepreneurship through the creation of companies within the framework of the Integrated Territorial Development Strategy of the Sierra de Segura, with 120,000 euros (application 2026.011.4141.77000) and a competitive concurrence regime. In total, both lines amount to 420,000 euros.

Objectives and beneficiaries

The projects are aimed at young people from both regions and pursue common objectives:

  • Facilitate access to housing and stabilize the population in rural municipalities.
  • Retain and attract talent and seek territorial balance.
  • Energize the rural socioeconomic fabric and promote the local economy.
  • Increase the number of job-generating companies and create an attractive business ecosystem.

In the case of the Sierra de Segura, the aid finances investment projects in tangible fixed assets necessary for the creation and launch of new business initiatives promoted by young people with effective implementation in the region.

Alignment with the SDGs

Both lines align with the Sustainable Development Goals of the 2030 Agenda, including SDG 1 (no poverty), SDG 5 (gender equality), SDG 8 (decent work and economic growth), SDG 10 (reduced inequalities), and SDG 11 (sustainable cities and communities), with specific targets such as access to housing and the reduction of youth not in employment, education, or training.

The modification is integrated into the already approved strategic plan and, in accordance with article 41.5 of the Execution Bases, it is published in the Official Provincial Gazette and on the Transparency Portal for general knowledge. The measure represents a direct reinforcement of demographic challenge policies in two inland regions of the province, combining access to housing with support for business creation as levers to curb depopulation and revitalize the rural economic fabric.
