Jaén Provincial Council rejects 59 of 67 applications for Talentium Brussels 2026

The Provincial Council of Jaén has resolved the first phase of the selection process for the Talentium Jaén 2026 program, which subsidizes professional stays in Brussels (Belgium) for unemployed postgraduate individuals. The two resolutions have been published in Official Bulletin of the Province of Jaén number 158, of August 17, 2026, in the Local Administration section.

Of the 67 applications submitted before the deadline —extended until May 11, 2026—, the provincial institution has declared 42 applicants withdrawn and 17 excluded, which means that barely 8 candidates pass the first administrative hurdle to access the call.

Reasons for exclusion and withdrawal

Resolution 2026/3933 of the Employment and Enterprise Area details that the applications were reviewed after the publication of the correction notice in BOP number 112, of June 12, 2026, which granted a ten-day period to correct deficiencies. The main reasons for exclusion listed in Annex II are:

  • Not being registered in a municipality of the province of Jaén prior to January 1, 2026.
  • Not being registered as a job seeker with the Andalusian Employment Service on the date of submission of the application.
  • Not proving the required qualification nor being in a position to obtain it in the 2025/2026 academic year.

The 42 withdrawn applicants, included in Annex I, did not correct the required documentation within the established period, so they are considered to have withdrawn in accordance with Article 68 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations.

Language test: date and location

The selection process does not end here. Resolution 2026/3934, also published the same day in the BOP, summons the admitted applicants to the language proficiency test, an essential requirement to access the grants.

The test will take place on Monday, September 7, 2026 at the Trivium Academy premises (Paseo de la Estación, 1, postal code 23007 Jaén). Applicants must appear at 09:30, and the exercise will begin at 10:00. It will consist of a battery of 50 multiple-choice questions to assess reading and listening comprehension in English or French, depending on the language chosen by each candidate.

Second exercise and subsequent schedule

Those who pass the first exercise must face a second one: a personal interview to assess oral production. This test will be held on September 14 and 15, 2026 at the same Trivium Academy facilities. The individual summons will indicate the day, shift, and time assigned to each participant.

The results of both exercises will be published on the website of the Provincial Council of Jaén within the five business days following the completion of the second exercise. This publication will include the list of people who have passed each exercise, the answer keys, the deadline and place for filing claims, and the call to the next step of the process.

Conditions of the call

The Talentium Jaén 2026 program, approved by Resolution 185 of March 20, 2026 of the Deputy for Employment and Enterprise, is framed within the Employment and Enterprise Plan of the province. The grants are aimed at unemployed university graduates who wish to carry out professional placements in the Belgian capital, with the aim of improving their employability in the European sphere.

Passing the language test is an essential requirement, but it does not in any case replace the accreditation of the language level required in the call. Applicants must attend with their national identity document or reliable proof of identity and a pen. People not called will not be allowed access to the premises.

Impact for interested parties

The publication of these resolutions marks a turning point in the selection process of the Talentium Jaén 2026 program. Of the 67 initial applicants, only eight will be able to compete for the placement positions in Brussels, a figure that reflects the strictness of the administrative requirements and the importance of complete documentation in public calls. For interested parties who have been excluded, the resolution exhausts the administrative route, and they may file an optional appeal for reconsideration within one month or an administrative contentious appeal within two months.
