Provincial Council of Guadalajara approves final subsidies for social programs

Diputación de Guadalajara grants final subsidies to 11 entities for the development, maintenance and implementation of social programmes in the province during 2026. The resolution, signed by the president of the institution, Mr José Luis Vega Pérez, is published in Official Bulletin of the Province of Guadalajara No. 156, dated 17 August 2026, under the Presidential Decree No. 2026-8834, of 12 August 2026. Three applications are rejected for failing to comply with the terms of the call.

Origin and processing of the call

The Provincial Government Board approved the call on 24 March 2026 through the Social Welfare and Employment Service. After the application submission period, a provisional resolution proposal was submitted, which was approved on 14 July 2026 and published in BOP No. 139, of 23 July 2026, with a 10 working day period for objections ending on 6 August 2026. No claims were received, so the president approved the final resolution on 12 August.

The call establishes in its fourth basis that subsidised programmes must cover specific care needs for people residing in municipalities in the province with fewer than 20,000 inhabitants at risk of or in a situation of social exclusion or other situations of vulnerability. Beneficiary entities must justify the aid within two months from the end of the activity and, in any case, before 31 October 2026.

The 11 beneficiary entities

The subsidies granted range from 1,800 to 4,000 euros per entity, with scores ranging from 46.99 to 86.61 points. The recipient entities cover a broad spectrum of vulnerable groups and address everything from support for Alzheimer’s patients to care for cancer patients:

• Asociación Cultural y Deportiva La Charquilla (file 3358/2026, Tax ID G19310580): €4,000 — Movement, autonomy, and comprehensive well-being in rural areas, with users in Fuencemillán, Cogolludo, Espinosa de Henares, Humanes de Mohernando, Montarrón, Jadraque, and neighboring towns.
• Asociación de Familiares y Amigos de Enfermos de Alzheimer y Otras Demencias (AFAEAD) (file 3360/2026, Tax ID G19239813): €4,000 — Comprehensive Care and Functional Rehabilitation Program in the region of Señorío de Molina de Aragón and Alto Tajo.
• Asociación Atención Personas Dependientes San Benito Abad (file 3136/2026, Tax ID G19271451): €4,000 — Te Cuidamos Program, aimed at improving the quality of life of older adults in rural areas.
• Asociación Padres y Amigos Niños Deficientes Auditivos de Guadalajara (APANDAGU) (file 3266/2026, Tax ID G19250778): €3,893.18 — Project for prevention, awareness, and inclusion regarding hearing disability in the province (prorated amount).
• Asociación de Discapacitados Físicos de Guadalajara (ADISFIGU) (file 2663/2026, Tax ID G19283837): €2,500 — Information and Administrative Support Program for People with Disabilities in Rural Municipalities.
• Asociación de Padres de Niños Autistas de Guadalajara (APANAG) (file 3366/2026, Tax ID G19213248): €3,868.65 — Care for people with ASD and their families in 2026 (prorated amount).
• Asociación Alcarreña de Riñón y Discapacidad (ASARYD) (file 3083/2026, Tax ID G19028737): €1,800 — Information campaigns on organ donation, support for people with disabilities and chronic diseases, and training courses.
• Asociación de Daño Cerebral Sobrevenido de Castilla-La Mancha (ADACE CLM) (file 3243/2026, Tax ID G45525201): €4,000 — Social and emotional support and guidance for families and people with acquired brain injury in the province.
• Asociación ALCER Guadalajara (file 3237/2026, Tax ID G19023605): €4,000 — Nutritional care project for kidney patients.
• Asociación Incluxiva (file 3267/2026, Tax ID G13648522): €3,999.60 — Active rural mind, socio-cognitive intervention for vulnerable groups.
• Asociación Española Contra el Cáncer (file 3362/2026, Tax ID G28197564): €3,000 — Home support for cancer patients residing in municipalities with fewer than 20,000 inhabitants.

The total amount granted amounts to €39,061.43 for an overall project cost of €122,679.65.

Applications not addressed due to lack of funding

Four organizations were excluded from the grant due to lack of available funding, according to the prioritization established in the call for applications:

• Asociación Caminando (file 3445/2026): €4,000 requested, 55.03 points.
• Asociación Banco de Alimentos de Guadalajara (file 2792/2026): €3,000 requested, 41.00 points.
• Cáritas Diocesana Sigüenza-Guadalajara (file 3361/2026): €4,000 requested, 40.12 points.
• Federación Provincial de Jubilados, Pensionistas y Tercera Edad Alcarreña (file 2648/2026): €3,250 requested, 33.05 points.

Three applications rejected for non-compliance

The resolution also dismisses three applications for not conforming to the terms of the call:

• The Asociación Proyecto Incluirme (file 2450/2026) was not admitted for failing to provide the mandatory documents proving its status as a beneficiary, despite having been required to do so during the correction phase.
• The Ayuntamiento de Brihuega (file 3386/2026) was rejected for not being a non-profit entity registered in the Social Services Registry of the Department of Social Welfare of the JCCM, a requirement set out in the third basis.
• The Fundación Cruz Blanca (file 3388/2026) had its project rejected because its execution period (November 2026 to May 2027) falls outside the subsidizable range of January to October 2026.

Deadlines and appeals

The resolution ends the administrative channel. Interested parties may file an appeal for reconsideration within one month or directly challenge the decision before the administrative litigation section of the Court of First Instance of Guadalajara within two months, without both appeals being able to be filed simultaneously, in accordance with Law 39/2015, of 1 October, and Law 29/1998, of 13 July.

With nearly €40,000 distributed among eleven associations operating in dozens of rural municipalities with fewer than 20,000 inhabitants —from Molina de Aragón and Sigüenza to Humanes de Mohernando or Cifuentes—, this call represents direct support for socio-healthcare in a province with an extensive network of small population centres where specialized services arrive with difficulty.
