Provincial Council of Guadalajara approves 4.4 million extra for roads and public works.

The Provincial Council of Guadalajara has finally approved the credit modification file number 21/2026 of the 2026 General Budget, which incorporates an additional 4,410,365 euros financed from the treasury surplus. The plenary agreement, adopted on 17 July 2026, is published in Official Bulletin of the Province of Guadalajara number 155, of 14 August 2026, since no objections were submitted during the public exposure period.
The final approval occurs automatically in application of Article 169.1, by reference from Article 177.2, of Royal Legislative Decree 2/2004, of 5 March, approving the Consolidated Text of the Law Regulating Local Government Finance. The operation is implemented through two modalities, credit supplement and extraordinary credit, and is financed entirely by budget line 87000, Treasury Surplus for General Expenses, for the total amount of 4,410,365 euros.
Credit supplement: 4.27 million for investments
The bulk of the increase, 4,270,365 euros, is channeled as a credit supplement to investments and agreements affecting services and municipalities of the province, with the following breakdown:
- Road maintenance 2026 (budget line 453 61926): 2,300,000 euros
- Works in extraordinary investments (budget line 1522 76200): 1,000,000 euros
- Access to population centers (budget line 1531 65026): 750,000 euros
- ACCEM agreement “Como en Casa” (budget line 231 48016): 220,365 euros
The largest budget item is road maintenance 2026, which absorbs more than half of the modification and reinforces the conservation of the provincial road network. They are followed by works in extraordinary investments, with one million euros, and access to population centers, with 750,000 euros, aimed at improvement actions in the municipalities.
Extraordinary credit: 140,000 euros in collaborations
The extraordinary credit modality enables 140,000 euros in two expenditure increases:
- Collaboration with CD La Dehesa (budget line 341 78000): 40,000 euros
- Recamder agreement, 2nd Conference “Towns with a future” (budget line 912 48000): 100,000 euros
Both budget items are covered by the revenue increase in budget line 87000, Treasury Surplus for General Expenses, amounting to 4,410,365 euros, which balances the entire operation.
Appeal period
The agreement, signed in Guadalajara on August 12, 2026, by the president of the Provincial Council, José Luis Vega Pérez, may be challenged through administrative litigation. Interested parties have a period of two months from the day following publication in the official bulletin to file an appeal with the Administrative Litigation Division of the High Court of Justice of Castilla-La Mancha, pursuant to Article 171 of Royal Legislative Decree 2/2004, as referred to in Article 179.4.
With this operation, the Provincial Council strengthens its investment and collaboration capacity in the final stretch of fiscal year 2026. Maintenance of provincial roads, extraordinary works, and improvement of access to population centers are the priorities of the new credit, whose impact will be felt directly in the services and municipalities of the province, which will see conservation and infrastructure improvement actions financed.
