Provincial Council of Ciudad Real creates a head office for the justification of social aid

The Plenary of the Provincial Council of Ciudad Real approved in an ordinary session on October 16, 2026, the creation of a Head of Justifications Office attached to the Social Services Department, along with the amortization of another position within the same area. The agreement, adopted unanimously with 25 votes in favor, is published in the Official Gazette of the Province of Ciudad Real number 204, dated October 22, 2026, in announcement number 3407 (document 7835196, pages 9968 to 9971).

The decision is framed within articles 16 and following of Law 4/2011, of March 10, on Public Employment of Castilla-La Mancha, and responds to a reasoned proposal from the political and technical managers of Social Services. The initiative was signed by the delegated deputy for Human Resources and the delegated deputy for the Internal Organization Area on September 30, 2026, by virtue of the delegation conferred by the President through Decrees 2023/8792 and 2023/8793, of July 11. The processed file is DPCR2026/64687.

The file includes the mandatory reports: the legal report from the Personnel Service Head issued on October 8, 2026, with the approval of the General Secretariat, the Audit report of the same date, and the opinion of the Permanent Personnel Information Commission dated October 13, 2026.

A group C1 position with 15,763.20 euros in specific supplements

The new position is number 4.12.101 (ID 1020), titled Head of Justifications Office attached to the Section Head. Its characteristics are:

• Group C1, level 22.
• General Administration Scale, Administrative sub-scale.
• Standardized position type and provision method by competition.
• Required qualification: high school diploma or technician.
• Total valuation of 17 points, step H.
• Resulting specific supplement: 15,763.20 euros.

The valuation breaks down as one point for special technical difficulty, one for dedication, one for hardship, one for incompatibility, and 13 for responsibility (13th degree), with no points for danger.

Account review, corrections, and reimbursements

The position assumes the operational execution, documentary control, and technical processing of the area’s expenditure files. Its functions include:

• Review the justification accounts of the beneficiaries: invoices, technical reports, and proof of payment.
• Validate that the declared expenses are eligible and linked to the purpose of the grant.
• Detect errors or omissions and draft requests for correction.
• Instruct the justification and settlement procedures for the grants.
• Prepare proposals for favorable, partial, or reimbursement settlements and certifications of compliance.
• Initiate and process files for the return of funds due to non-compliance.
• Coordinate the administrative staff of the office, maintain the file archive, and address queries from the entities and the beneficiary public.
• Substitute for the Section Head and for positions of equal or similar category when necessary.

Amortization of position 4.12.039 and assignment of post 1803

The agreement also amortizes position number 4.12.039 (ID 328), Head of the Social Services Office, from the civil service staff. Post number 1803, General Administration Clerk, which was assigned to that position, is now assigned to the new position 4.12.101. The operation does not alter the number of personnel in the area: one leadership position is suppressed and another is created with justification functions.

The resolution is final and exhausts the administrative route. An optional appeal for reversal may be filed before the same body within one month from the day following its notification, or a contentious-administrative appeal may be filed before the Contentious-Administrative Sections of the Courts of First Instance of Ciudad Real within two months. The announcement was signed in Ciudad Real on October 20, 2026, by the President, Miguel Ángel Valverde Menchero, and the Secretary General, Luis Jesús de Juan Casero.

The reinforcement of the justification unit directly affects the entities and individuals receiving grants from the Social Services Department of the Provincial Council, who will have a specific interlocutor to resolve requests and settlements. The creation of the position responds to the stated objective of gaining effectiveness in the provision of the service and efficiency in the use of available economic resources.
