Diputación de Cádiz exige al Gobierno reactivar OCON-Sur con mando único

The plenary session of the Provincial Council of Cádiz approved on October 21, 2026, a proposal from the Popular Group demanding that the Government of Spain immediately reactivate the Guardia Civil elite unit OCON-Sur, with a single command, a permanent and stable organic structure, and sufficient human and material resources. The agreement constitutes item 11 of the ordinary session and is published in the B.O.P. of Cádiz no. 209, dated October 29, 2026, under reference number 375.388. The provincial corporation further calls upon the central Executive to urgently declare a Zone of Special Singularity with transversal measures for the entire Andalusian coastline and the Guadalquivir riverbed.

The publication is made as an extract of the agreements adopted by the provincial corporation, in accordance with the provisions of article 46.3 of Law 7/85, of April 2, and for the purposes provided for in article 196 of the Regulations on the Organization, Operation, and Legal Regime of Local Corporations. The session was presided over by Almudena Martínez del Junco (Popular Group), and the extract appears signed on October 26, 2026, by the deputy general secretary, Francisco Javier López Fernández.

The proposal was registered in a plenary session with thirteen items, in which initiatives regarding public nursery schools in the Campo de Gibraltar, the right to housing and the application of the State Housing Plan 2026-2030, the benefit for the care of minors affected by cancer or another serious illness (CUME), and the financing of dependency care, among other matters, were also debated.

The five approved agreements

Item 11 is structured into five resolutions addressed to the Government of Spain and the Ministry of the Interior:

  • Immediate reactivation of OCON-Sur with a single command, a permanent and stable organic structure, and real coordination capacity.
  • Urgent declaration of a Zone of Special Singularity with transversal measures for the Andalusian coastline and the Guadalquivir riverbed.
  • Provision of personnel, material, and technological resources to the Security Forces and Corps to combat drug trafficking.
  • Modification of criminal law, criminal procedure law, and State Security Corps regulations so that their members are considered to be in a high-risk profession.
  • Urgent reinforcement of the Guardia Civil workforce in the province of Cádiz, filling existing vacancies and increasing personnel in posts and units with staffing deficits.

The argument: “extreme gravity” and loss of police pressure

The approved text justifies the first resolution based on the “situation of extreme gravity” resulting from the dismantling of the unit by the Government of Spain, which, according to the agreement, ignored all alerts conveyed by the State Security Forces and Corps. The corporation maintains that this decision has resulted in less police pressure on criminal gangs, allowing them to expand their field of action.

In the same vein, the plenary considers that the declaration of a Special Singularity Zone would resolve a demand sustained by the police forces, which the agreement describes as more necessary than ever due to the effect of the dismantling of OCON-Sur. The proposal also describes the situation of the officers as an exponent of “negligence” and “institutional abandonment,” by putting their lives and physical integrity at risk.

Transfer to Interior, Civil Guard, and Parliaments

The agreements will be transferred to a total of five entities:

  • The Government of Spain.
  • The Ministry of the Interior.
  • The General Directorate of the Civil Guard.
  • The professional associations representing the Civil Guard.
  • The parliamentary groups of the Congress of Deputies and the Parliament of Andalusia.

With this initiative, the Provincial Council of Cádiz transfers to the state level an institutional position adopted by the plenary and supported by the group governing the corporation, and sets in writing its demands regarding security on the Cádiz coastline. The agreement comes in a context of concern over drug trafficking in the province and directly affects the protection of the municipalities and the officers themselves stationed in the area.
