The Provincial Council of Cádiz awards €150,000 in grants for association workshops

A definitive resolution closing a six-month process

The Provincial Council of Cádiz has published in Official Bulletin of the Province of Cádiz number 157, of 17 August 2026, the definitive resolution of the call for grants for the delivery of training workshops aimed at strengthening the associative fabric of the province. The agreement, adopted through Decree PCIUD-00023-2026, allocates a total credit of €150,000 to 20 beneficiary associations that have passed the competitive tendering evaluation process.

The edict was signed on 10 August 2026 by Paula Conesa Barón, deputy delegate of the Area of Social Services, Families and Equality, together with the general secretary Ana Isabel Moreno Jiménez, under registration number 266,902. The publication is made in compliance with the regulatory bases of the call, which grant entities a period of 10 days to submit the annex accepting the grant.

Origin of the call and assessment criteria

The call was originally published in BOP number 42, of 4 March 2026, with the aim of funding training workshops on citizen participation and association management. The regulatory bases were approved by the deputy delegate Paula Conesa Barón through Decree of 11 February 2026.

The Technical Assessment Committee, chaired by the deputy delegate for International Cooperation, Citizen Participation, Arbitration Board and Consumer Affairs, met on 26 May 2026 to score the admitted applications. The scoring system is structured in three blocks:

• Technical criteria of the project: 45 points (maximum)
• Cross-cutting aspects of the project: 30 points
• Aspects related to the association: 25 points

The provisional resolution proposal was published on 12 June 2026 on the electronic notice board and edicts of the Provincial Council, opening a 10-day period for submitting objections.

Entities that have obtained the grant

The 20 beneficiary associations mostly receive €3,000 each, with some exceptions such as FEGADI COCEMFE (€2,991) and the Family Educational Support Association AEFAM (€2,972.09). Among the selected projects, initiatives in digital literacy, youth participation, women’s empowerment and strengthening of associations stand out:

• Social Association Navegantes de Esperanza — Project “Asociación 360º” (€3,000)
• Asbira Women’s Association — “Women building public policies” (€3,000)
• Association for the Digital Literacy of Seniors Cádiz — Digital training for people over 60 (€3,000)
• FEGADI COCEMFE — Participa Cádiz Inclusiva Network (€2,991)
• Federation of Women’s Associations of the Awakening of Campo de Gibraltar — Participation and future in rural areas (€3,000)
• Bombastic Teatro Cultural Association — Shall we participate? Fostering participatory culture (€3,000)
• Association for the Promotion and Participation of Persons with Disabilities APROPADIS 2.0 — Particip-IA Project (€3,000)
• Association of Persons with Depression and/or Anxiety Bello Amanecer — B.A Psychological Care Center (€3,000)

Allegations submitted and outcome

Four entities filed allegations during the process: the Association of Crohn’s and Ulcerative Colitis Patients of Cádiz – ACCU Cádiz (CIF G11720547), the Jacobean Association of Jerez de la Frontera ‘Sharish’ (CIF G-11948767), the Arcos Ayuda Association (G16864597) and the APROPADIS 2.0 Association (CIF G72240625). The Technical Assessment Committee unanimously agreed:

• Reject the allegations of the Jacobean Association ‘Sharish’ and the Arcos Ayuda Association, concerning the review of the technical assessment.
• Partially uphold the allegation of ACCU Cádiz, providing a breakdown of scores by criteria.
• Uphold the allegation of APROPADIS 2.0, correcting a material error in the transcription of the overall score, which becomes 67 points, without modifying the technical assessment.

Excluded entities and credit shortfall

In addition to the 20 beneficiaries, numerous applications were left out of the allocation. Twelve entities were rejected for not reaching a sufficient score, and another 14 were excluded for not aligning their projects with the purpose of the call, including Spanish Red Cross, the Jacobean Association of Jerez de la Frontera ‘Sharish’ and the Federation of Neighborhood Associations of Puerto de Santa María. Annex II of the resolution lists the admitted applications that do not receive funding due to insufficient available credit, ordered by score.
