Provincial Council of Cádiz approves extraordinary credit of €35.3 million

The Provincial Council of Cádiz closes the final approval of a budget modification of more than 35 million euros

The Provincial Council of Cádiz has given final approval to a budget modification that mobilizes a total of 35,314,997.73 euros in extraordinary credits and credit supplements. The resolution, signed by the Secretary-Comptroller Mariano Viera Domínguez on August 11 and by the President Almudena Martínez del Junco on August 12, is published in the Official Gazette of the Province of Cádiz number 157, of August 17, 2026, as edict number 268,611.

A procedure approved by the Plenary without objections

The Plenary of the Corporation initially approved file number 65/2026 at its ordinary session held on July 15, 2026, as item 16th U2 of the agenda. Subsequently, the agreement was exposed to the public for a period of 15 business days by means of an edict inserted in BOP number 137, of July 20, 2026. Once that period had elapsed without any claims having been submitted, the modification is considered definitively approved, in accordance with articles 169.1 and 177.2 of Royal Legislative Decree 2/2004, of March 5 (Consolidated Text of the Law Regulating Local Finances), and articles 20.1 and 38 of Royal Decree 500/1990, of April 20.

Breakdown of the approved credits

The structure of the expenditure modification is distributed between extraordinary credits and credit supplements, as follows:

Extraordinary credits:

• Chapter 4 – Current transfers: 1,640,000.00 euros.
• Chapter 7 – Capital transfers: 2,000,032.79 euros.

Credit supplements:

• Chapter 7 – Capital transfers: 31,674,964.94 euros.

The most significant amount is concentrated in Chapter 7 on Capital Transfers, which accounts for 33,674,997.73 euros (adding extraordinary credits and supplements from this chapter), earmarked for investments and capital transfers to other entities in the province.

Financing through treasury surplus

The expenditure modifications are fully offset by a revenue modification funded from the Treasury Surplus for General Expenditures, charged to Chapter 8 of Financial Assets, for an amount of 35,314,997.73 euros. This surplus comes from the surpluses accumulated by the provincial institution in previous years, which avoids the need to resort to additional debt.

Appeals and deadlines

Against the final approval of this budget modification, an administrative contentious appeal may be filed within two months, counted from the day following the publication of the edict in the BOP of Cádiz, without prejudice to any other appeal that interested parties deem appropriate.

Impact for the province

This final approval has a direct impact on the investment capacity of the Provincial Council of Cádiz and, by extension, on the municipalities of the province that will benefit from capital transfers. The mobilization of more than 35 million euros makes it possible to unlock investments and transfers that had remained pending financing in the budgets in force, strengthening the spending capacity of the provincial institution and the recipient local entities during the remainder of fiscal year 2026.
