Provincial Council of Cáceres approves final list for AI leadership

The Provincial Council of Cáceres has approved the final list of admitted and excluded candidates for the provision of the head of section for the development of artificial intelligence applications, a singularized position that will be filled through a system of specific merit competition. The resolution, issued on August 28, 2026, by the Mr. Deputy Delegate for Internal Affairs and Human Resources, is published in the Official Gazette of the Province of Cáceres number 167, dated September 1, 2026, with reference BOP-2026-4113.

The announcement, included in Section I of Local Administration, publicizes the final list of applicants who have passed the admission phase and those who are excluded from the process, in accordance with the annex accompanying the resolution. The list will also be made public on the electronic Notice Board of the Council’s electronic headquarters and on the public employment portal of its website.

Admitted Applicants

The provision process, handled by specific merit competition, leaves a total of three admitted applicants to opt for the head of section for the development of artificial intelligence applications:

  • Mariano Marín Borrella
  • David Simón González
  • José Manuel Valhondo Monroy

Excluded Applicant and Reasons

The final list records a single exclusion, that of María del Carmen Martín Barbero, who is excluded from the process for two accumulated reasons:

  • The registration application was not carried out in accordance with the fifth clause of the call.
  • Failure to prove the participation requirements in accordance with the fourth clause.

Appeals and Deadlines

The resolution ends the administrative route. Against it, an optional appeal for reversal may be filed before the same body that issued the act, within a period of one month from the day following its publication, or a contentious-administrative appeal before the Contentious-Administrative Court of Cáceres within a period of two months, in accordance with Law 39/2015 on Common Administrative Procedure and Law 29/1998 regulating the Contentious-Administrative Jurisdiction. The resolution is signed by the secretary of the Council, José Álvaro Casas Avilés, dated August 31, 2026.

The publication of this final list brings the process closer to its final phase: the filling of a technical position of growing relevance for the modernization of the provincial administration, focused on the development of artificial intelligence applications. For the admitted applicants, it represents the previous step to the assessment of merits, while the excluded person retains the right of appeal to challenge the decision.
