Cáceres Provincial Council approves the Provincial Agenda and the energy network

The Plenary of the Provincial Council of Cáceres, meeting in an ordinary session on September 24, 2026, approved the Provincial Agenda, the accession of several municipalities in the province to the Provincial Network of Energy Communities of Cáceres, and the institution’s entry into the Spanish Photovoltaic Union (UNEF). The extract of the agreements is published in the Official Gazette of the Province of Cáceres no. 0188, dated October 1, 2026, Section I - Local Administration, with the official reference BOP-2026-4546. The same session gave the green light to modifications of works plans and to a dozen budget modification files.

The announcement, signed in Cáceres on September 29, 2026, by Álvaro Casas Avilés, General Secretariat of the corporation, contains the extract of the agreements adopted in the resolutive and auditing parts of the Plenary. The text spans pages 22233 to 22235 of the provincial gazette and is published “for general knowledge.”

This is a session of provincial scope: the works plans, the nominative subsidies, and the institutional accessions approved affect all municipalities within the jurisdiction of the Provincial Council of Cáceres, which acts as a body of cooperation and assistance to local entities.

Provincial Agenda and works plans

The Plenary definitively approved the Provincial Agenda of the Council of Cáceres, the institution’s strategic planning document. Regarding investments, it approved the modification of two current plans and the development of new programs:

• Modification of the Extraordinary Works Plan 2026 (code 2026/121).
• Modification of the Provincial Plan 2026 (code 2026/111).
• Development of the Extraordinary Investment Program in local entities, with specific works in municipalities of the province to address specific situations not included in provincial plans (Plan 2026/043).
• Development of the Investment Plan and replacement and conservation actions for provincial infrastructures and buildings, 2026 annuality (Plan 2026/031), and the Rehabilitation and Repair Program for the Haza de la Concepción estate 2026 (Plan 2026/032).

Energy communities and institutional accessions

The energy agreement is the core of the session. The corporation accepted the accession and participation of several municipalities in the province in the Provincial Network of Energy Communities of Cáceres and approved its own incorporation into the Spanish Photovoltaic Union (UNEF), the national employers’ association for the photovoltaic sector.

• Adherence to the Spanish Network of Data Offices (REOD).
• Delegation agreement with the Jarilla City Council for the management and collection of the mechanical traction vehicle tax.
• Acceptance of the delegation regarding urban planning discipline carried out by the Tiétar City Council.

Budgets, personnel, and other decisions

The operative part includes a broad block of budgetary and internal management modifications:

• Files 103/2026 (nominative grant to the Down Syndrome Association-Plasencia for the labor insertion program for people with functional diversity), 104/2026 (acquisition of vehicles for SEPEI), 105/2026 (bonuses and productivity for SEPEI personnel), 107/2026 (Culture and Sports Area and agreement with the Aranzadi Science Society), 108/2026 (Sustainable Development and Tourism Area and agreement with Renfe), 109/2026 (Extraordinary Plan II Current Expenditure), 110/2026 (reserve list of the MIE-2025 Plan for the improvement of electrical infrastructure), 111/2026, 112/2026, and 113/2026.
• Budgetary modification 03/2026 of the Autonomous Body for Tax Collection and Management (OARGT) and specific modification of the R.P.T. and OARGT Staff 2026.
• Imposition and organization of the SEPEI special contributions corresponding to 2026.
• Regulatory agreement on the public prices for the lunch and dinner service of the National Congress of Local Legal Advice.
• Suspension of the sanctioning procedure due to criminal prejudice in Tejeda de Tiétar (001/S).
• Approval of the General Account of the Provincial Council of Cáceres for the 2025 financial year and the institutional declaration “Manifesto for the promotion of the Atlantic Corridor in the Iberian Southwest”.

Auditing and control

In the auditing section, the Plenary took note of the presidential resolutions from March (2), April (1), and May (1) of 2026 received after the call, as well as those adopted in July and August 2026. The budget execution report for the second quarter of 2026 and the quarterly report for the same period on compliance with the deadlines of Law 15/2010 and the Average Payment Period to Suppliers were also reported.

The relevance of this session lies in its territorial scope: joining the Provincial Network of Energy Communities and UNEF opens a path for the province’s city councils to participate in renewable generation projects, while the modifications to the works plans and nominative grants transfer specific resources to municipalities and provincial entities.
