Diputación de Badajoz: vacante tras la renuncia del diputado Ricardo Cabezas

The Plenary of the Provincial Council of Badajoz, in an ordinary session held on September 30, 2026, took note of the resignation from the position of provincial deputy submitted by Ricardo Cabezas Martín and declared the existence of a vacancy within the corporation. The agreements are published in the Official Gazette of the Province of Badajoz No. 190, dated October 5, 2026, in announcement 3853/2026.

The Plenary takes note and declares the vacancy

The resignation was submitted in writing on September 24, 2026, under entry registration number 35735, and takes effect from that same date. The Plenary ordered the corresponding procedures before the Central Electoral Board for the purpose of requesting credentials in favor of the substitute who corresponds to fill the vacancy, in accordance with article 208.1 of the LOREG.

The session was opened and presided over by the president of the corporation, Raquel del Puerto Carrasco, at five minutes past twelve. 25 of the 27 deputies who make up the institution attended, with Lourdes Linares and Ricardo Cabezas himself excusing their absence. The president intervened to wish him luck on his new path and to express public gratitude for his work with social and political vocation.

Revocation of delegations and return of competencies

The resignation from the status of provincial deputy is added to the previous resignation from the position of delegated deputy, formalized in the resolution of the Presidency of September 24, 2026, published in the BOP No. 185, dated September 28, 2026 (announcement 3745/2026). That resolution revoked the generic delegation conferred on October 29, 2025 (BOP No. 206, supplement I, announcement 4610/2025) and ordered the return of competencies to the Presidency. The affected areas are:

  • Functional area of Cultural Identity, Sport and Youth.
  • Functional area of Social Welfare and International Cooperation.
  • The appointment as a member of the Governing Board of the institution.

From the effectiveness of the resolution, Ricardo Cabezas Martín ceased to exercise powers of direction, management, signature, or resolution in the revoked matters, without prejudice to the validity of the acts issued previously. Likewise, the substitution regime provided for in the resolution of September 21, 2026 (file 2026/357/OTGES-OT), which had attributed its exercise to the first vice-president, Juan María Delfa Cupido, from September 18 due to the holder’s medical leave, was rendered void exclusively regarding those competencies.

Pending files and filling of the vacancy

Pending files will continue to be processed by the competent administrative units, with the Presidency being responsible for adopting the resolutions. The head of the responsible unit must prepare, within a maximum period of five business days, a list of pending files including their status, instructing unit, competent body, and maximum deadline for resolution.

Once the vacancy is declared, a certification of the plenary agreement shall be sent to the Electoral Board along with the mandatory electoral documentation, including the certification accrediting the status of councilor of the called substitute, for the purpose of filling the vacancy in accordance with the legally established order. An optional appeal for reversal may be filed against the revocation resolution within one month, or a contentious-administrative appeal within two months.

Relevance

The departure of Ricardo Cabezas necessitates the reorganization of the distribution of provincial competencies across two functional areas and within the Governing Board, with the Presidency interningly assuming its direction until a new delegation is made. This movement affects the management of culture, sports, youth, social welfare, and international cooperation throughout the province, and opens the process of replacing the seat with the substitute designated by the Electoral Board.
